Skakun Pleased Severance Details Will Be Released

Wednesday, February 15, 2012 @ 4:00 AM

Prince George, BC – Prince George City Councillor, Brian Skakun, says he’s pleased the Board of Directors at Initiatives Prince George will release the financial details of the outgoing president’s severance package.

Skakun says past rulings from the Information and Privacy Commissioner support releasing such information and he says feels the information regarding Tim McEwan’s severance and benefits should have been released without a request under the Freedom of Information Act. "There might have been some confusion within the board at IPG as to what the requirements were under the act and, you know, I empathize with them," says the city councillor.  "As Glen Wonders (IPG’s Board Chair) has said, they’re a volunteer board and this is something so new that they really haven’t had any guidance on it, so I’m glad they’ve come around."

He adds, "This is what myself and a lot of people in the community wanted to start with and I’m happy that they’re going to release the information and people can find out the financial details."

I am confused, why does someone who quits entitled to a severance package?

That would surprise me too, but I would be really surprised if there were NOT even more surprising things going on in the salaried government professions which have even more surprising terms built in!

No surprise though WHO pays for all that largesse!

I would be surprised if anyone needs more than one guess who WHO is!

CHEERS!

I suspect his contract called for a payout in the event he resigned after x number of months. Pretty much standard practice.

I agree faxman. There are many ways this can be done as has already been discussed on the previous thread on this topic.

There are many other ways this may turn out as well.

One of them is that IPG may have wanted to make an agreement with their CEO for him to waive any liability that they may feel they could have surrounding some of the “new environmental” conditions they were into. Although that is one that I have not seen, these days such things are all about risk and reducing or mitigating risk wherever one thinks it might lurk.

To sign such waivers, usually takes some reasonable compensation. Legal opinion on this appears to be that even then, the liability agreement may not hold water if something else should come to light at a later date.

Whether it is a factor in this case or not, one needs to remember that no matter who it is, one needs to treat each other with some respect in the workplace. The is a high degree of probability that the “chickens will come home to roost” otherwise, especially if one is dealing with knowledgeable people.

Porter, read the responses to yesterday’s report on this topic and you will learn some of the reasons why.

I do not know why we are getting all in a huff until we know what the severance is. It could be payout of vacation time that may have been collected over the years, plus a month or two for some other things which may have been in dispute and had not been settled yet.

We really do not know, do we?

But it is an intersting topic from the general applicability point of view in my mind since few people seem to know about severance packages surrounding some other possible situations which may or may not apply here. However, due to the way that IPG has been somewhat under the gun based on published reports, and a new leadership at the City to boot, it is actually quite easy to come up with some very plausible scenarios.

One more link in the hopes that it will allow a few more people to understand the employment scene, especially at the top levels.

From the above link:
“When an employer unilaterally imposes substantive changes to an employment contract, the employee sometimes has the right to treat those changes as a termination. Such a “constructive” dismissal is every bit as real as if the employee were actually informed of the termination, and gives rise to the same right to claim damages in lieu of notice.”

One has to also remember that the 2IC position was vacated a few months ago with a move to UNBC. That could have been an innocent enough move under normal circumstances. But these are not normal circumstances and so could be seen as an initial indicator of changes.

Oh, Skakun is pleased? Can I get an amen brothers. I find it amusing that he was less gung ho and or conspicuously mum on the subject of releasing the costs associated with his breach of ethics trial. At least that is my impression and I know I can count on the faithful here to correct me if I’m wrong. However, when it comes to IPG costs, he is all on board with everybody knowing. Give me a break. Everytime I see this guys name in local news I just roll my eyes. The fact that someone so vapid gets this much press is nauseating.

We may not know all the details regarding his departure however if he was under contract he may well have severance,

Sine Nomine you have no right to pick on Brian. He is just doing his job. I am sure being the stand up guy that he is that if he loses his appeal of his conviction that he’ll pay back any costs the city has had to shell out because of his mistake. And he likely will also pay back the provincial court and crown council all the costs they have shelled out to deal with the case.

As for releasing the details it is nice IPG is going to do it even though the mayor said she didn’t think it should be released.

Gus says: “I do not know why we are getting all in a huff until we know what the severance is.”

I would think it’s because it took a FOI request to pry this information out.

People’s expectations of transparency and full-disclosure, especially from the people that work for them, is much higher now than it was.

It’s time for governmental agencies to get it and demonstrate they get it.

Since when is lying to the public part of a Councilor’s job??
Don’t get me started on the time and taxpayer’s $$ this guy has wasted.
Only in PG could a guy like this get elected.
