Skakun Wins Whistle Blower Award

Prince George B.C.- Although  his conviction for  violating the  Freedom of Information and Protection of Privacy Act has  yet to be  dealt with, Councillor Brian Skakun will be heading to Ottawa next month to receive  the Golden Whistle award from the Ottawa based discussion group Peace Order and Good Government.

The award ( shown at right) is  sponsored by the Canadians for Accountability  and  is "awarded annually to an individual who has done a service to Canada in the pursuit of truth in government."

The award is being  handed to the City Councillor for his  release of the confidential  Kitty Heller report which  examined  allegations of harrassment at the  Prince George RCMP detachment.  The report concluded there was no basis for the allegations.

According to a release from the organization, "The awarding of the Golden Whistle Award recognizes Mr. Skakun’s integrity and resolve, despite the costs to him and his family."

The award will be presented on March 12th.

I suppose the CBC was wrong when they wrote in the above link.

The headline reads: “Prince George’s top cop ordered to apologize for harassing workers”

and then goes on with

“Several complaints upheld by internal investigation”

Read the story for the parts which were upheld by the RCMP’s own internal investigation ……

This story in this community is far too political …. the typical characteristic of a whistleblower story.

NoWay I don`t know what you are talking about in reference to Dano. He wasn`t even on Council when Brian leaked this information. Kinsley was Mayor and as shown by provincial court documents, he and the council of that day initaited the investigation into the illegal leak. By the time rodgers became mayor the case was already in the hands of the province and crown counsel.

The apology you refer to was the result of an RCMP investigation into complaints laid with the RCMP against a member of the RCMP.
The Heller report dealt with allegations against City workers, and did not have the mandate or jurisdiction to deal with a complaint against an RCMP member…. The Heller report concluded there was no basis to the allegations against the city employees. Hope that clarifies it for you…two different investigations into two different areas.

What a complete joke. First the Order of British Columbia is tarnished with Campbell’s nomination, now this… They should just change the name of these awards to self-serving A-hole prize.

NoWay, if you recall the mayor was just following up on a request of Council. I seem to remember wilbur, stolz and green were the most vocal on the issue. I also think it was only considered after Brian was found guilty but can`t remember the exact timeline.

It’s about time Brian. Thank you for having the courage and conviction to be a real leader with integrity. Not one other councillor has shown the backbone that you have. This makes a nice topper to the last election where the public gave you a huge win. I only wish that their were more politicians out there who truley represent thier constituents.

Brian for Mayor! Or better yet use your labor connections to get the nod for the NDP and help kick the crooked fiberals out of office in victoria!

This is a prime example of why the RCMP should not be investigating themselves they have cart blanch to couver up whatever they please and they will contionue to do so until people can manage to put a stop to it. People like Brian Skakun who has put his reputation on the line to show the citizens just where the fault lies. Congratulations on your vindication Brian. You are a rare kind of hero and you can bet that I would give you my support in whatever endeavor you please, that includes Mayoral, NDP to name a few of my favorites.

Remember the **Peter Principle**

When you see a citizen being wronged and there is no other way, and with the yes men and women that were on council, I am glad that Brian Skakun was there to count those a–holes wrong. Thank you Brian and have a good time in Ottawa!!

Those against what Brian has done are afraid. The system as it now operates makes it easy for them to hide wrong doing from taxpayers and enables them to work in the shadows. It’s set up that way for their own benefit. Brians cause sheds light on them and they don’t like that. They prefer to be able to cheat taxpayers and treat people like dirt and get away with it. We need more like Brian in this world to keep those shady people in check.

And if somebody was releasing “confidential” information about the pg hero Brian, would all you praise that person and shower him with awards?

I don’t for a second believe that Mr. Skakun was thinking about upholding the virtues of the every man and forsaking himself and risking his reputation for the grand notion of transparent government. I believe he released confidential information motivated by emotionally flawed decision making without really thinking about what he was doing. But it makes for some entertaining news in our remote northern community.

I will end like this: One persons jester, is another persons hero. And probably by no coincidence, the most polarizing people end up in politics.

I have a problem with you folks who think that Brians’ whistle blowing was unwarranted. Where are your morales and and sense of right and wrong? You must be involved in this kind of behavior yourself, to think it was acceptable. I hope you all find some sense of decency soon.

People have taken sides and they will not move from those positions, so it is useless to pursue the matter. It takes an outsider to look at this in as objective a matter as possible.

I will add, any workplace that has people who do not respect fellow workers and take advantage of their superior position to demean people who report to them directly or indirectly is a workplace that is dysfunctional and essentially one which has returned to the dark ages of management.

In the case of the RCMP station, both RCMP and City employees were working together. It is the responsibility of those in charge of both parties to ensure that such an environment is not allowed to exist.

I hope no one uses her business and she goes bankrupt. Second chance my ass. The first thing she should be forced to do is make reparation to those she has scarred for life. Lowlife.

Technically the article is correct. Kitty Heller’s report concluded there was no harassment.

What people don’t know and I feel it is time they knew, is that, both Linda Thompson and I were not allowed to talk about the harassment of a co-worker, which in fact, was our original complaint to the City’s Administration. Ms. Heller steadfastly stopped us from speaking about it. We brought this concern to the City Administrators and they failed to give it consideration. We have documentation supporting this.

The City of Prince George, although very much integrated with the hiring and payment of wages of the Detachment’s Commander chose at that time to keep their relationship with him distant – pointing the finger at the RCMP as being the people that were solely responsible for him and his behaviour. The Detachment Commander’s part in the allegations were not even entertained by Ms. Heller. How could Ms. Heller do an true investigation when one of the main subjects of the complaint, the Detachment Commander – was so entwined in the allegations of harassment and yet we could not talk about him or what we witnessed in relation to our alleged harassment of a co-worker? We couldn’t even talk about our co-worker. Two main characters extracted from the picture!

The RCMP did do an investigation and it is well documented that the RCMP found that the Detachment Commander engaged in inappropriate behavior. There were four people that have documentation proving this, all of which the media has reported on.

How is an “independent investigator”, hired and paid by the City of Prince George, not able to investigate the whole story? Why were key people left out? How can you tell a story and leave out the main characters?

As for anyone seeing the Kitty Heller report, good luck. I’ve tried numerous times through a Freedom of Information Request of the City and have yet to receive it. It is my information and yet the City has not provided it to me.

Accountability on all levels of government(s) has to happen, perhaps then people like Brian Skakun would not have to go to extraordinary lengths.

But wait! Kitty Heller’s report did mention two things, that she did not condone Rob Whitwham Director in charge of Police Support Services behavior and that there was a conflict of interest dating back years between the Detachment Commander and his common law wife who worked directly under him.

I have documentation from one of the City’s Administrator’s that even after Kitty Heller’s observations on the above – says that the City did not find the Detachment Commander and his common law wife in a conflict of interest.

So here’s my question to all those interested. Even if the City had found harassment what makes anyone think that the City would have acted on it when they chose not to act on the two comments that Ms. Heller did make. Nothing happened by the City to correct the conflict of interest at the Detachment and it would appear that Rob Whitwham is still in the saddle.

Elaine McDonald, you were in court when I gave evidence on the above. To simply state that the Kitty Heller, “report concluded there was no basis for the allegations,” does not imply the whole story. So I would like to finish Ms. McDonald’s statement in order to provide the taxpayers of Prince George and the readers of Opinion 250 with a full picture. “The report concluded there was no basis for the allegations” …because the complainants were not permitted to speak of the harassment as per the original complaint.
