Victoria- The BC legislature today passed Bill 22, the Education
Improvement Act. The new legislation suspends teachers’ strike action,
establishes a "cooling off" period and appoints a mediator to work with
the parties toward a negotiated agreement.
The "cooling off" period will come into effect this Saturday, so that all
strike activity must cease when schools resume following spring break.
The next step is the appointment of a mediator to work with the parties
toward a negotiated settlement. Education Minister George Abbott will
be writing to both the BC Teachers’ Federation (BCTF) and the BC
Public School Employers’ Association (BCPSEA) tomorrow asking that
they submit names to be considered as potential mediators.
Potential candidates should have a strong background in education, be
held in high regard by the education community, and have effective
dispute resolution and consensus building skills. The minister will
consider all submissions received from the two parties by March 26,
2012.
Once appointed, the mediator will work with both parties on issues of
mutual concern. This will include issues raised by the BCTF – such as
classroom organization and the local/provincial split of bargaining – as
well as issues raised by the BCPSEA, such as professional development
and teacher evaluation.
The new legislation does not impose a new contract. Rather, it extends
the existing contract to cover the mediation period. If a new agreement
cannot be reached by the beginning of summer, the mediator will make
non-binding recommendations to government by June 30, 2012.
Bill 22 also implements a new Learning Improvement Fund of $165
million over three years to help school districts and teachers address
complex classroom composition issues. This fall, $30 million from the
Learning Improvement Fund will be allocated to classrooms with the
greatest need. This will be increased to $60 million the following year,
and to $75 million every year after that.
Districts will be able to use the funds to:
* Hire additional teachers and special education assistants.
* Provide additional teaching time.
* Support professional development and training for teachers.
The Education Improvement Act provides for additional compensation to
teachers with classes exceeding the maximum 30 students in grades four
to 12.

Well, I must say, that is one breath of fresh air that was needed. I really hope the BCTF doesn’t all complain at once. After all they have had a year to try and resolve this mess. Fire ’em, get new negotiators all around and lets have another kick at the cat shall we? And how bout we take that there demand for 10 days off for the death of a friend off the table. Play nice now, y’hear?

Sad day for democracy. By the time this is sorted out in the courts, the BC Liberal Party will be no more and the new provincial leadership will have the unpopular job of cleaning up the mess.
Once again, the BC Liberals violate constitutional law and international law. Please, someone remind me what country we live in? I thought it was Canada, but I am not sure.

So Slim lets say there was no BCTF, just let the fibs unfettered access to do what ever they want with schools. You comfortable with that?
How is providing a bribe (increased pay to teachers that have a greater number of students than legislated) going to help the children in need?
These politicians are so morally corrupted that they are incapable of seeing or understanding anything except the mighty dollar.
This is why neo-liberalideolgically driven politicians are the worst possible choice to run anything from a hot dog stand to, god forgive, an entire country. Their vision is so completely liner towards their False God, money they are absolutely incapable of considering anything that might include a touch of humanity.

A word to the politicians as a wise man said: I’d rather believe in a watchfull God and find out on my death that there is no god, than to go through life not believing in a vengefull god and finding out that there is a higher power” It’s not too late to fix the damage you have caused to our society and to at least hope for some salvation. But they won’t, they’ll continue on with their trust in the moneylenders over society and eventually reap the horrors that they have sown.

So the Liberals get to laugh in the face of a Supreme Court decision and then by Law create an abortion like Bill 22 and have it endorsed by Royal Accent none the less. What a travesty of justice what a diabolical infringement of Democracy.
Cristy Clark, George Abbot and the rest of the ilk in the Liberal party must be dumped before the next election date. The province must get up in arms and riot if necessary (nothing happens if you do anyhow just take the case of the Stanley Cup affair). This bill will affect ALL working class people in BC as the implications and ramifications of the Bill are hidden in the small print. Expect wages for all workers in BC union or none union to plunge as long as these lawbreakers are in power.
Then we have horses asses like Slim and his statement to fire them all as though there are another 41,000 educators ready to jump in and take over.
When your children are forced into schools owned and operated by for profit foreign interests everyone can be as stupid as Slim.
It is beyond me how the electorate can continue to vote these people in and bend over waiting for the next shot in the, you know where.

A democratically elected dictatorship is what you meant to say dow7500. The next time someone attempts to stand up for your rights under the Employment Standards Act or the Labour Relations Code, it is nice to know that you will remember your statements made about representative bargaining agents such as the BCTF. If you have any comprehension of economics you will understand that one torn up contract plus mandated net zero increases to follow for three years + annualized cost of living and inflation X 6 yrs, is equivalent to about a 16% wage rollback of your wages earned 6 years ago. Kind of sobering isn’t it, considering your class sizes have increased and your levels of support for learners with difficulties have been reduced.
So dow7500; if you love it, you must either be a bully yourself with no social conscience, or you are making a sad attempt at covering up the fact that you actually voted for this gang of thugs in Victoria.
What does he care, he sends his kids to private school.
How about the fact that Abbott expects the additional compensation (for classes over 30) to come from school district’s budgets? It was never meant to come from this learning improvement fund.
The last I heard, School District 57 was already having trouble making do with their allocated funds.
I am disappointed that this article leaves out many other conditions imposed by Bill 22, such as the removal of class size limits from grades K-3.
Excerpts from Bill 22
(B) deleting Article D.2 entitled “K-3 Primary Class Size”,
(c) limiting a board’s power to employ persons other than teachers to assist teachers in the carrying out of their responsibilities under this Act,
(3) There must not be included in a teachers’ collective agreement any provision
(a) regulating the selection and appointment of teachers under this Act, the courses of study, the program of studies or the professional methods and techniques employed by a teacher

The icing on the cake in all of this perhaps is that the contract that will be imposed on the teachers in six months, will only be valid until June 30, 2012.
A sad day indeed.
Slim2229 if you kept up with the demands then you would know that 10 days off for a friend was never on the table. You would also know that 10 days off for the death of a family member was withdrawn.
So do they go back to court again and get this bill classed as unconstitutional?
