No Word On Final Report in CPC Probe of Use of CEW on Child

Wednesday, August 29, 2012 @ 3:59 AM
Prince George, B.C. – It has been more than a year since an eleven year old found himself on the wrong side of a conducted energy weapon at the hands of a Prince George RCMP member.

You may recall,  in April of  2011, police were called after a care worker had been stabbed and responding police ended up using the CEW on the child. The West Vancouver Police Department was called in to investigate and after a five month probe, concluded the use of force was justified and was not excessive.

The investigation concluded the use of the CEW was the best way to diffuse the situation and ensure no harm came to anyone.

There are still two investigations on this incident that have yet to file their final reports. The Representative for Children and Youth has conducted an investigation which focuses on the use of police in dealing with children in the care of the Province and the Commission for Public Complaints Against the RCMP   launched a probe as well.

The CPC has yet to receive a final report from the RCMP on its investigation of this incident and there is no word on how long that investigation will take.   Once the CPC has received the final report ( Letter of Disposition) the CPC will review that investigation and prepare an interim report to the Commissioner of the RCMP. That report will outline the CPC’s findings, and any recommendations.    That part of the process is supposed to be completed within 120 days.

Then, it’s up to the RCMP Commissioner to respond to the CPC report although there is no specified time frame for that response, and once that response has been   received by the CPC, it can issue its final report.

So in short,   it would appear   it will be several more months before the final chapter on this matter has been written.

I like how a police officer has mere seconds to make a decision about a child’s life, but then the next two years are taken up by doing “reports” created by people who weren’t there.

How many damn reports do we need? How much is this costing us?

These reports will not be made public until there there a change of government. The issues involved go straight to the Liberals privatizing of foster care and the warehousing of foster kids in this province.
