FCM Tackles Policing Costs and Medical Marijuana Grow Ops

Prince George, B.C. –  The high cost of policing is not just a concern for the City of Prince George.

“It is a concern for municipalities right across the country” says City Councillor Garth Frizzell.  He is  a member of the Board of the  Federation of Canadian Municipalities and is in Laval Quebec this week, working with his colleagues on  a number of issues brought  forth at the  recent FCM’s Annual General Meeting.

The issue of policing costs is a concern  right across the  country “Over the last decade the costs have doubled” says Frizzell.  

Frizzell says  while B.C. has recently concluded a new 10 year agreement with the RCMP, municipalities are concerned about what further costs they may be expected to shoulder as a result of the Federal Government’s new Public Safety bill, C10 “We want to know what to expect, what those costs are.” 

Frizzell says the next steps will see the FCM’s  Board of Directors develop the agenda for their meeting in Ottawa with members of the Federal Government in late November.  

But policing costs are not the only issued the FCM will take to that November session, Frizzell says there are also concerns about the Medical Marijuana Act. 

Under that Act there is no provision to call on those who have a medical marijuana grow license to get permits to ensure they are  meeting electrical, fire, health, or building safety requirements. “Municipalities are concerned because we don’t know where those (medical marijuana grow sites) are located and they don’t have to follow our regulations. “ We want to find a solution to that, and what we’re working on is what kind of changes  we can have made to the medical marijuana act so it can at least be safe .” It is an issue that was initially raised by the City of Surry and was carried on by the Big City Mayors group and is being pressed by the Federation of Canadian Municipalities.

The work being done now at the sessions in Laval is setting the scene for how the FCM will press the Government for changes when they huddle in Ottawa.   

The FCM Board will be coming to Prince George in March of 2013 for a similar series of committee meetings to discuss progress on these and other issues.

I suspect that the cost of policing has doubled because the police have to keep arresting the same criminals over and over, and do the processing.

If we put these people in jail where they belong (for serious crimes) then we would over time reduce the cost of policing. The cost to incarcerate them would be the responsibility of the Province and the Federal Government.

It doesnt take a genius to figure out that the Province and Feds, are trying to keep people out of jail to reduce their costs, however what happens is costs to Municipalities rise because we have to deal with these criminals on an ongoing basis.

Downloading costs is the name of the game, problem is the City ends up downloading on us taxpayers, so if you have a large number of repeat offenders who are roaming the city when they should be in jail, we have to pay the costs.

The solutions to these problems are relatively simple, its the different levels of Governments, and civil servants that complicate the issues.

Part of the increase policing costs is the programs aimed at crime prevention have been reduced over time.

Incarceration is not always the right answer. Crime prevention programs do work. Just look at Texas and Michigan. They have increased crime prevention funding and crime rates have declined. Texas had also closed down a prison.

I second Palopu! You hit the nail right on the head! The ultimate problem leading back to the age old claim that there is really no justice in Canada. It is political anf financially centered but regardless, the perps get to walk and reoffend at everyone’s expense. The complaint that it is too expensive to house these perps is rediculous when one realizes the expense just shifts from feds to local taxpayers and the victims go unrespected. We have all learned to “pass the buck” but the feds are practicing it on a regular basis.

It seems ironic to complain about rising police costs in the same breath as a call for more regulation of medical marijuana.

Funny, no one is worried about us growing bedding plants in our whole basement for sale in the spring. We use the exact same lights and systems, as well as the fertilizers and additives as the marijuana grow ops. We get our supplies from one of the local hydroponic shops.
Yet no one requires us to get special permits.

Lackeys for the fortune 500 is what these city councilors are. They don’t have a clue how to build a community that is sustainable, where policing priorities belong, and where free enterprise is a foundation that not only enables commerce, but also respects individual rights.

The genus of their ideology is total control over the food and drug supply on a global scale by multinationals through patten right monopolies, so as to enforce population control and eventually eugenics.

The priori to this ideology is Codex Alimentarius. This is a UN sanctioned body tasked with implementing on a global scale regulations on food supplies, herbs, plants, minerals, and vitamins among other things so as to grant exclusive patten rights for monopoly capitalists multinational corporations.

In Canada our Harper government talks about reducing regulations out one side of its mouth… but in reality passes a bill that outsources our regulations to foreigners, international bodies, and in this case CODEX Alimentarius. How so is that you might ask….

The ability of foreign entities to dictate our Canadian regulations… Harper doesn’t just download his costs to municipalities, he also uploads them to elite foreign control under his policy of ‘enlightened sovereignty’ enabled by things like Bill C-36 and his Euro and Asian trade deals.

Bill C-36 abolishes the law of trespass thus allowing the State access onto private property without any legal recourse.

If you thought the carbon tax and trading schemes were a bureaucratic intrusion on the free markets then you are obviously looking where they want you to look and not where they don’t want you to look. A monopoly capitalist is not that much removed from a communist.

The European pharmaceutical industry wants a patten on everything. Your diet supplements, your vitamins and herbal remedies… they want to control the therapeutic minerals you take, and above all they want you to buy it all from them and to never really get well. Its monopoly capitalism at its greatest since the East India Company had an empire where the sun never set.

These same pharmaceutical companies have tried in vain to patten forms of THC found in marijuana that are considered medicinal, but without the same medicinal results found in the actual plant itself… so now they want patten control over the plants and CODEX Alimentarius and its enabling partners like Bill C-36 are the vehicles they will use to get that.

So international governing bodies controlled by self interest pharmaceutical companies are writing our laws so as to continue prohibition, enlist local law enforcement as their deputies, and corner the revenue for their corporate income statements.

IMO Quasi official talk shops like the FCM and their minions like our local councilors do the work of setting the ground for them to make it all official.
