Roy Investigation to Be Reviewed

Prince George, B.C. – There will be a review of the way Prince George RCMP handled the investigation into the death of Sylvan Victor Roy.
On Tuesday, B.C. Supreme Court Justice Glen Parrett found Patrick Mathewsie not guilty of manslaughter in the July 29th, 2010 death of Roy who had been beaten and strangled with a nylon rope at a makeshift camp in downtown Prince George.
In delivering his decision, Justice Parrett pointed out 8 significant issues with the manner in which the Prince George RCMP investigators handled the case. Among his observations, were criticism that the Roy’s body had been left out side overnight in the heat of the summer, and there was no reason given to the court for that action.
He also noted:
· witnesses had testified they were interviewed within the presence and hearing distance of other witnesses.
· There were no close up photos taken of the rope on the victim,
· the crime scene had been altered before photos were taken,
· investigators failed to advise the court if the rest of the area had been surveyed for other possible suspects
· police were recording the “mutterings” of the accused even though they had no authority to do so
· Blood samples had been poorly packed so that the vial opened and the sample spilled inside the evidence bag
Prince George RCMP detachment Superintendent Eric Stubbs has requested that the Officer in Charge of the Forensic Identification Services for B.C., come to Prince George. “I have requested he complete a full review of the file” says Supt. Stubbs . That review could start as early as tomorrow.
Supt. Stubbs says he will then wait to see if the forensics expert offers any recommendations on how the investigation was handled and if there are recommendations, he will act on them.

Complete incompetence!
I believe the RCMP must of sent unqualified officers to do the job or the offdicers need to go back to school for refresher courses. This investigation shows absolute negligence of duty. I am wondering if this is the norm or hopefully just a screw up.
Now if these cops would only watch, CSIS, NCIS and others on TV they might learn somethng.
Funny how all of the pitchfork waving crew screams about the incompetence of the judges until a judge says something bad about cops – then the judges words are gospel…
It doesn’t really matter if it was a judge that said something bad about cops. It could have been a waitress. The point the judge made is perfectly clear. All you need to do is read what the cops did and didn’t do to see the incompetence involved.
