Committee of the Whole Tackles Core Review Opportunities

Prince George, B.C.- The Mayor and Council gather in a Committee of the Whole meeting this afternoon to look at the first 14 of 32 recommendations from the KPMG Core Services Review.
 
The recommendations up for discussion today are:

Projected Revenue/ Savings 
1.Pine Valley Golf Course:
Consider terminating  golf activities and prep options for the sale and development
10-17 million $ revenue if sold,
33,000 if golf activity ceases
 
2.Council structure: consider if there is sufficient benefit to pursue the opportunity to decrease the number of councillors from 8 to 6
 
$65-72,000 in savings
3.Working Hours: restructure bylaw enforcement hours to reduce after hours calls
 
$75-150,000 in savings
4.Ticketing, Towing, impounding:
Consider holding towed vehicles until parking fins and towing charges have been paid
 
$0 – $100,000 in savings
5.Enforce on Street Paid Parking:
Consider aggressively enforce on street parking bans that support snow operation
 
$0-$10,000 in savings
6.Outsourcing: Consider enquiring with Commissionaires and other sources if there is an opportunity for cost reduction through outsourcing
 
$75-$150,000 in savings
7. Four Seasons Pool: Consider finding third party operator
 
$250-$500,000 in savings
8. Civic Centre: Consider initiating a process to identify a 3rd party operator, exploring options with Tourism Prince George or groups of hotels
 
$100,000 to $500,000 savings
9.   9-1-1 and fire Dispatch: consider initiating discussions with the Regional District with a view to integrating 9-1-1 call handling with fire dispatch

10. Incremental fees and Revenues: consider initiating further investigation and implementation of the range of incremental fees and revenue sources the City has identified for fire services
 
$650,000 – $1.4 million
11.  EMS Dispatch: Consider initiating discussions with Provincial Government to integrate Emergency Medical Service dispatch with P.G. Fire Dispatch
 
 
12. Snow and Ice Control on Parking lots and Walkways at Civic facilities: Make the service level of snow removal and ice control on these surfaces match the service levels for  City streets and sidewalks

13. Extra Garbage: consider establishing a fee for putting out “extra “ garbage

Off the list is the idea to “consider a fee for removal of snow windrows across driveways”. The Committee of the Whole will be asking Council NOT give future consideration to that idea.

Item 13 won’t work. In most Cities if the public put out too much garbage or there are recyclable materials in the garbage it simply will not be picked up and the overflow bins are tagged as such.

Recyclables in the garbage? Unless a piece of carboard is sticking out from under a lid that is not closed, the pickup person will not know whether there are recyclables. No one looks into bins here.

I see nothing in here to consider adding recyclabe pickup which should reduce total tonnage of garbage going into the dump and reducing tipping fees and increase the lifetime of the dump.

Item 13 is a good one. Why do they have those large garbage containers that hold four bags of garbage. In Abbotsford the resident is allowed two bags of garbage and if you have more they have to buy tags for the extra bags. Not tags no pickup.

Prepurchased tags could be a good idea with the no pick up clause.

Of course it is visible recyclable material and i believe the Province does have a mandate for reduced tonnage (50% ??) going to the landfill and i think that mandate deadline is near. Wonder how well PG did. Victoria reduced landfill tonnage by 85%.
