Quesnel Looks at Possible 3.4 Percent Tax Hike

Quesnel, B.C.- Quesnel City Council has held it’s first formal meeting to discuss the 2013 budget for that city.
Staff had been directed to prepare a “status quo” budget with the options for tax shifting from the heavy industrial class to the other classes included.
A 3.4% tax increase would be required to meet this budget. The draft budget shows the City of Quesnel collecting about $13.25 million in taxation, up from 2012, when it collected $12.8 million.
If there are no changes, that would mean, the owner of an average home with an average increase in assessment of 0.2%, could expect to pay $22.62 more in municipal taxes this year over last.
This budget does not include any personnel or service reductions. It also doesn’t consider any new spending items, or increases to reserves, such as the Quesnel Works: Capital Reinvestment Program.
Council opted not to make any tax shift from the major industrial class to other classes, such as residential or business. This keeps the percentage of taxation revenues that class provides at 62%.

You know, this whole business of discussing budgets which run a calendar year cycle after the calendar year has started is extremely strange to me.
Maybe it is the most obvious indicator of a fundamental problem with City governance.
In election years, the preparaion of budgets are done at the direction of the outgoing Council. The die is cast and just a little polishing can be done by incoming Council.
We seem to get all stirred up when there is not enough money left in the snow removal budget in December. Why get upset over that but not over the fact that there is no approved budget until sometime in late February or maybe even early March.
Major industry provides 62% of the taxes? …
Wow!! If the MPB effect hits Quesnel in the next few years as it is predicted to do, the 3.4% this year is a gift.
I recollect a while back that when Quesnel instituted our kind of garbage pick up system, the then city council promised that garbage pickup rated will NOT increase. Lucky ducks.
right… so they added it to the general tax increase … LOL … someody has to pay it, so the we take it from our hard earned after tax money aptly called, in this case, disposable income. ;-)
so if 3.4% hikes it $22.62 on the average household in quesnel what would 3.4% do in pg?
