Extra Garbage Bag Bylaw Trashed

Prince George, B.C.- City Council has rejected a bylaw that would allow residents to add another bag of garbage to their weekly pick up, as long as they pay $3.00 for  each extra bag.
 
The bylaw outlined that in order to take part , customers must already  subscribe to the City’s curbside automated garbage pick up system.
 
The arguments that lead to the approval of the automated garbage pick up system 8 years ago, included concerns about repetitive motion injuries for garbage workers, who had to lift heavy bags. Compensation claims for back strain or repetitive motion injuries have all but disappeared from workers in the solid waste department since the automated system was introduced. Under the pilot project, the extra bag was to be placed beside the cart, the cart would be emptied first, then the driver would exit the truck, put the extra bag into the cart, and then empty the cart again.
 
Councillor Brian Skakun said he couldn’t support the  pilot project as  he is concerned about possible injuries as drivers get in  and out of  the trucks   and lift  bags.  He  went on a ride-along with the solid waste crews to  see how they do their jobs and the issues they face he says  the extra  activity could have a negative impact on the  garbage pick up schedules.  Skakun says while  the  extra bag  system is in effect in Kamloops, that community  does not have the icy conditions  drivers here would  have to face as they  get in and out of the trucks. 
 
Councillor Garth Frizzell also could not  support the  bylaw because of the  concerns of wildlife  impact on garbage bags.  Certainly the City did receive letters opposing the  pilot project, one from Northern Bear Awareness, the other from REAPS.
 
Councillors Brian Skakun, Garth Frizzell, Dave Wilbur, Frank Everitt and Murry Krause voted against the  bylaw.  Mayor Green and Councillors Cameron Stolz,  Albert Koehler and Lyn Hall supported the  bylaw but the bylaw was defeated.

I’m glad this was turned down. If you have that much garbage going to the curb each week, maybe you better do a re-think of what the heck you are consuming. If you haven’t already, maybe upgrade to a bigger can.

That said, if people really do have that much extra garbage, maybe there is an opportunity here for somebody with an older cube van (for example), to do some weekend garbage pick-up in the city. Maybe charge $5/bag. Just throwin’ that out there.

At least the majority of council had enough common sense to resist the plastic garbage bag nonsense. Why would anyone take Kamloops as an example? Even there it is a daft idea!

The mayor is desperate for additional revenue at any cost, apparently. How about a municipal lottery or a municipal casino, the Pothole Cove Casino?

It’s simple. People need to recycle more and the City needs to provide the opportunity for people to do this. I am sure solid waste could be reduced by at least 75% or more. Composting too. Get with the times Prince George.

Stop looking at how to get more solid waste to the landfill and start seriously looking at how to get less.

good for the community for speaking up in opposition and for the majority of council for listening … and despite the denial of organizations and politicians, a number of them read this blog also … it is always interesting to hear the water cooler talk the next day after an idea gets fairly condemned here :)

Its likely a financial decision for the city. $6 to self dump the bag at the foothills land fill now, rather than $3 to have it picked up at the curb and transported to the land fill.

There are lots of opportunities for people to recycle on their own dime. The landfill sites take the basics and BK Bottle depot takes a lot of stuff.

As I’ve said before, I don’t trust the City to run a curbside recycling program. It would be a cash cow. People already complain about rising garbage rates, this would be no different.

Why is the City in the garbage collection business ? Wouldn’t it make more sense to contract this work out to the private sector?

The city is not in the business of making sense. Their ultimate goal is to spend as much money as quickly and as inefficiently as possible.

How did picking up garbage become so complicated ? Pay a contractor……if it is not done right get somebody else !

Here is how that works, a contractor under bids the city cost about 5% and pays its employees half, no benefits and buys a fancy house up North Nechako with the money out of his employees pocket, and gets an off shore bank account. Oh wait that bank account might not be a good idea anymore.

Base that extra bag pickup with a cross between a lottery, and a pick up truck and a phone book. First step? Pick the first letter of persons last name. This is where the lottery comes in. Phone anyone of them and ask if they have access to a pick up truck. I they do ask them if they are available in the X zone garbage pick up area on a particular day. Then ask them if they want to earn some tax free dough. Ask them if they wish to pick up that extra bag of garbage , say for a twoonie a bag. (Price reduction right off the top and they pay for their own gas). No tax, no WCB, no pension, no union dues, no nuthin’ in that respect. The larger the pickup the better. Yer gonna need more than one pickup truck and that is where the old phone book comes in. Make several calls to individuals with the same first letter of their names. Repeat every garbage day. Give them a sticker on their windshield so they don’t have to pay at the land fill. With tough economic times around us, seems like a good incentive to help with the garbage problem. Hardest part? Hiring someone with organizational skills (and a phone book).

it is no surprise green and stolz wanted to allow extra garbage at the curb as they have shown they have no concern about the environment. That fact was obvious when they got rid of all the environmental staff.

the one that surprises me is hall. I thought he was more progressive that the radical right coalition in green, stolz and koeller.

Of course garbage should be handled privately. Of course, there are people on here who think it’s the City’s (taxpayers) responsibility to employ as many people as possible, with top wages and benefits. These are coincedentally the same people bit**ing about high taxes.

Thanks to Councillors Skakun, Frizzell, Wilbur, Krause, & Everett for using common sense and voting against the extra garbage bag at the curbside bylaw. The idea was indeed a step backwards. Not surprised by Mayor Green, Khoeler, Stoltz or Hall following along in favor of extra garbage bag bylaw…no practical common sense offered to justify their decision. Khoeler still doesn’t know what he is doing and needs constant babysitting by Mayor Green, Hall is a huge disappointment in that he appears to simply follow Stolz’s/ Green’s direction and to date has not demonstrated much by way of genuine leadership.

During all the debate over the years about garbage collection, and the cost of WCB claims, I have yet to see a figure as to how many claims were made per year, and what the cost was. If we don’t have that information then we don’t know what the H we are talking about.

The Quinn street transfer station cost us huge dollars (Who knows how much), and now we have closed it and cannot use it for solid waste. This is a huge waste of tax dollars, and the waste of a good facility. The City should have reduced the cost of using the Quinn St., transfer station and maybe more people would have used it.

The small (dinky toy) garbage trucks that they bought to replace the bigger trucks, that carried a bigger payload was also a waste of money. Probably takes three small trucks to carry the same amount of garbage that two big trucks could carry. More trips, mean more wasted time, and more fuel.

So I think that we can say without a doubt that the new garbage system was a financial disaster. Another PG white elephant.

Of course no one in the City would ever admit that the project was a failure.

Totally agree DNhey. I thought he was going to be a councilor who offered a lot more leadership and get this city going in the right direction. It seems after his trip to China his thinking has changed.
