Um excuse me. The RCMP are going to say that people who murder are not a risk to the public???
That makes perfect sense. Some killers kill out of an urge to kill, because they are very sensitive and easily provoked, or as part of other crimes which they engage in repeatedly. Such people pose a risk to the public. Other people kill only in very specific circumstances and do not pose much of a risk to the public since the circumstances in which they kill are unique or very rare. A woman who kills her husband after years of abuse, for example, is not likely to kill anyone else. The same is true of someone who in desperation kills a blackmailer. Even people who may kill repeatedly are not a risk to the general public if they kill only in very specific circumstances. A professional hit man, for example, is usually not a risk to the public since he kills only on assignment and his targets are usually other professional criminals. The same is true of assassins employed by intelligence agencies.
