New Fee at Foothills Takes Effect Sept. 1st

Prince George, B.C. – As of September 1st, you will have to pay to dump garbage at the Foothills Landfill site. The Regional District of Fraser Fort George gave the proposal final approval this afternoon.
The cost will be $6 per load as long as the load is less than 100 kgs. Anything over that, and you will be paying extra. It is also important to note that the load must be covered, if not, you will be charged double. That rule is to prevent debris from flying out of a pick up, or trailer load as it is being moved to Foothills Landfill.
The new rule will mean vehicles will have to cross the weigh scale on the south side of the entrance building on the way out of the site to ensure their load was not over the allowable $6 dollar limit.
The new fee will not apply to garden waste, but, if that material is part of a mixed load, the garden waste will have to be separated. The same rules apply for recyclables.
The Regional District has indicated residents in part of Electoral Area A receive a "swipe" card that will allow them to be free from paying the fee, however, the Regional District has not yet determined which areas of Electoral Area A will be included in the swipe card program.
The Regional District is planning an information program over the next 6 weeks to make people aware of the new rules before the new rules come into effect.

Typical government, cant do anything simply. Losing money on the dump, charge $5 a vehicle and be done. ohhh noooo – lets make it $6 if its this much weight, to a maximum of this much, and lets throw in a rule about covering, oh and lets make it apply to some and not others… Now lets hire more staff to implement all these rules and have it cost us more than its worth and and and – good grief
ps – If the load is not covered and you are at the dump, anything that was going to blow out is GONE – how will charging more then do anything?

Agreed! I hope they have a camera to catch people’s reactions when they find out they are being charged double.
@ interceptor, the foothills landfill is operated by the regional district. Why shouldn’t PG residents pay for that?
A tax is a tax is a tax. Don’t much care what you call it. It’s another tax.
The garbage that blew out of poorly secured loads is going to be nothing compared to all the garbage that will be deliberately dumped in every dark corner by people avoiding the hassle and cost of the new system. I think this is a really stupid idea. As much as I hate tax increases, this is one thing that should come out of tax money, not a user fee.
A tax to preventing people from taking their garbage to the landfill will get predictable results. One can only hope that those that do dump remember to use city property so the city can be the ones to clean it up.
I hear there is still free dumping on City Halls front lawn!

The is BS! I’m one of the many residents that do not have weekly garbage pick up. What are we supposed to do with our refuse. It’s bad enough that I have hunters dumping hides & the like as we’ll as pot growers disposing of their spent soil on the roads out here, it’s only going to get worse on this ridiculous fee kicks in.
If anyone does see an increase in garbage dumped at the end of dead end roads, they sometimes leave a letter or invoice in there.
Best thing is to report it and hopefully if a few offenders are caught word will get around.
It’s pretty disgusting that a human will dump out in the bush, but their laziness hopefully will catch up with them.
The heck with charging them double, if their load isn’t covered just deny entry, they’ll get the message.

I wonder how many people this is actually affecting? Most people in the city already have garbage pick up so most of them don’t make too many extra trips to the dump.
I think the big problem will occur out of city limits at the transfer stations as people not wanting to spend 6 bucks drive out there to dump off their stuff. Most people will not willingly dump their garbage in the bush. Of course they’ll gladly spend 7 bucks on gas to get there…
I find some of these new fee rules very annoying. I always travel with a secure load or a load that DOES NOT blow out. If I pull into the transfer station and my load is not covered they will automatically charge me a fee. wether it is secure or not. What next will they then have to start giving out tickets like the RCMP will issue for driving with an unsecured load. I find it offensive that they have this right.
I think its great. But what the city really needs to go along with this is a better RECYCLING PROGRAM like every other city.
so let me get this right:
if you do a major clean up your place or improve it with a few small renos, you pay an additional fee
but
leave it a mess around the home or dump it in a ditch in the middle of the night, no charge
back to the burn barrel … now that is progress :(
So – how do you do this if you have a mixed load? – do you drive in, dump the recyclables / garden waste then drive out and back in again so they can weigh you with your garbage and then get weighed on the way out to make sure your not over 100kg..

PVal, you might want to read the article again. Maybe a little slower this time. The Foothills landfill is operated by the regional district, and they voted to initiate this fee. Not the city council which has no say on Regional district policy.
Going to be fun waiting in a long line while dumpers use their ATM cards. $6 is a money grab, pure and simple. Why not make it a toonie, that is something everyone can live with. Nah, gotta gouge, gouge gouge.

This is a really stupid idea, one that could only come from some level of government. They are so G.D. blind to reality but that is ever the way with bureaucracy, it never changes.
Penalize the honest people:
-Take away the swap shed, a viable means of recycling at leasr SOME of the waste
– Impose a $6 levy ( why not a toonie?)
which will create delays on both sides of the scale, and how to deal with mixed loads?
-impose a fine for uncovered loads; thinking people with a conscience will haul their waste to the dump making sure that nothing can blow off the load, pay the fee, and probably recycle too.
As usual the idiots who come up with ideas like this are affecting only those of us who care enough not to litter.
And now they say that maybe not ALL residents of area A will be issued a swipe card, WHY? Are there other legal garbage dumping options for Salmon Valley, Nukko Lake, Ness Lake and surrounding areas?
NO! All businesses are going to have to lock up their dumpsters now or have them fill up with garbage left by people who did not want to leave it in the bush or pay the fees and maybe receive a fine for their trouble as well. This used to happen to us at our business in town about once a month or so, no problem. With the recent stupid decision by the city to shut down the transfer station and these pending changes at the landfill, more dumpsters will be targeted! I kind of like the idea of leaving trash on the lawns of city hall and the regional district, I hope someone goes ahead and does just that.

I have been through this in another community and after there was lot of garbage dumped down bush roads and in gravel pits they waived the fee and went back to the old system.
As for the double billing, maybe the police should patrol the streets for unsecure loads, oh wait they are already suppose to do.
I don’t think that the regional board has the legal right to enforce the motor vehicle act, in regards to secure loads, did they pass a bylaw?
to close Every biz that has a dumpster might want to lock it up or get a bigger one.
The $6 charge is a fee for service and really no different than the residential garbage service where you take the refuse part way to its ultimate destination and the city charges to complete the task.
For larger loads you are just taking it closer to the landfill and fee helps to cover the expenses to run and maintain the place…people, compactors, fuel, etc.
If you don’t want to pay the 6 bucks just stockpile the stuff and haul it to one of the free containers that the city places all around town every spring.

I am going to be dumping my garbage in the bush or else in the ditch along side the road. I would encourage everyone else to do the same. These crooks have NO RIGHT to be charging that much money after we have to pay gas to drive all the way up there.
And I will be sure not to leave any letter or other identification in the garbage.

I’m not sure how much people are going to the dump, but for 95%+ of the people who go a few times a year, is $6 really that much of a hardship?
The people complaining are probably driving $60,000 diesel pickups.

Has anyone done any kind of cost analysis on this whole program though? If they are running everyone over the scale it will absolutely require another attendant on duty. And then what are these “swipe cards” going to cost? Whats wrong with just using the address off of the drivers license to tell the difference. Once the boundaries are in place then make a database of the addresses. There are fancier programs but seriously I could make you a page in excel in 15 minutes that you could punch in the address from the drivers license, it would say “pay” or “no pay” – Done.
I will say it again – they are making this is WAY more complicated than it needs to be and will probably lose money once they get it in place.

We are not the only ones using this proposed system. It is working in other communities and the RDFFG is forcing us to be responsible consumers.
I limit my buying to things that have recycled packaging as much as possible. The things I sell have reuseable or recycled packaging. Recently a decision was made to hold the “sellers” accountable for their products environmental footprint. I’m no green fanatic but I do see a big change and the difficulties I’m being faced with when it comes to producing a clean food crop.
As for garbage in yards and dumped on land: know your neighbours and catch them in the act. Post their “Photos” on social media, it’s amazing how effective shaming someone publically can be in changing behaviour.
Note: I was going home one day and was following a truck filled with “stuff”…it was odd to have them way our here so we took a picture. Saw the same truck…now empty, drive by our place a while later. We have the photo and check anyone who comes in the neighbourhood waiting for him to come back. His picture and his truck’s picture was posted on the neighbourhoods bulletin board. Someone knew him because the picture was taken down and an apology was put up instead.
When they find a garbage bag full of empty Adderall, Ritalin and Prozac bottles they will have a pretty good idea where to start the search.
People slip up mattyc and one day you will. It will cost you more to drive around to try and find a safe place to dump. Just like it did to drive all the way to Alberta to save a few pennies in the HST.

Will do. And will keep saving money too by not paying into the system. I got lots a grbage here waiting for the ditch. I got a old fridge, some tires, plenty of drywall etc. all of it destined for the ditch. These greedy money hungry parasites are gonna have to pay to clean it up. Make it revenue neutral. That sounds fair.
Just so you know, you would have to pay to take the drywall and the fridge to the dump before this new fee Matty. But thats probably why you still have them right?
And in a year from now the city will come out with new numbers showing tonnage at the dump is down and the fee was the major contributing factor to people recycling more. NOT!!! this is the spin they will put on it. The Fact will be that all this crap will be in the bush some where.

Findme: PG is part of the RDFF and we pay taxes to RDFF. The other reason people is upset is that we had the Quinn Street transfer station and the City turned it over to the RDFF and the RDFF closed it. We paid to use the Quinn Street transfer station but at least we did not have to drive up to the landfill and still pay.
By the way the landfill was run by the City and they turned it over to the RDFF as they said they were losing money. Yet the RDFF is making good money from it. Funny how the City and its taxpayers always come out the loser when the City turns their business over to someone else.
Pretty soon they will just take all of our paychecks and give us an allowance to live on. Sort of like the HST rebates.
There is already a nice pile of trash growing just uphill from the correction center….I guess will just make it grow faster, and I wonder who will pay to clean that mess up??

Very sad that people would rather pollute than pay a minimum fee. I am sure there is more to it than just tax for the sake of taxing. People pay for services in all kinds of ways, funny the ones that you find offensive!
$6.00 fee for up to 100kg……. 100 kg is 220 pounds…… about the weight of an average 6 ft 2 inch adult male or maybe one hideabed…… how much is the overcharge beyond the first 100 kg. ???
