Sewer Extension For Hart Highlands Moves Forward

Prince George, BC – Installation of a sanitary sewer main extension in a Hart Highlands neighbourhood is expected to begin this spring, now that City Councillors have given first three readings to two bylaws allowing the $2.4-million dollar project to move forward…
Last fall, residents living on Wallace Crescent petitioned the City to have the project move forwards under what's called a Local Area Service (LAS). In early December, that petition passed with 60-percent support from the 100 properties impacted by the extension along Berwick Drive, Dundee Drive, Wallace Crescent, Wallace Place, and a portion of Langley Cresent.
The cost of the extension will be shared equally among all properties within the LSA. City Council has approved a bylaw authorizing a loan for the $2.4-million dollar cost of the project – property owners can pay their share out upon completion of the project, or can repay the debt through a parcel tax levy.
The project covers the installation of sewer mains and the connection from the main to the property line. Homeowners will be required to pay for the connection from the property lines to their homes themselves.

It is an open bid contract so the $2.4 million is only the estimated cost of the project. Any cost over runs, or increase in interest rates above 3% over the 20-year parcel tax levy is the risk of the home owners.
At the end of the day it will cost between $50,000 and $80,000 per property for connection ($15,000), and the tax levy for the street infrastructure. A step increase from the $200 every three years to have a septic tank pumped. For properties paying upwards of $3000 a year in property taxes as is this project is a huge tax burden that is not necessary for an area built on sand with excellent drainage.
Quiet a huge tax increase for a suspect 61% approval through a none transparent voting system. Being an open ended contract someone will be getting rich off this I suppose….
