Purchasing Report Raises Eyebrows
Prince George, B.C- A report to Prince George City Council on the purchasing activity of the City from April 1st to June 30th of this year has some interesting items.
Here are a few of the projects and their costs:
Fleet management consulting: This is the report by Mercury Associates which focused on snow removal and made 46 recommendations including calling for a retainer system for heavy equipment contractors, replacement of fleet vehicles which it said were well past their life expectancy.
Cost of this report? $131, 900.00
Councilor Brian Skakun was not happy with that amount “That amount was obscene, it was a lot of money to pay to an outside company for something we should have known.” City Manager Beth James says “120 thousand went to services, and the rest was for travel.”
“I too think we will get to debate the worthiness of the report at a future meeting of Council” said Councillor Frank Everitt.
Civic Centre Plaza Enhancement: This is the project that will redesign the Civic Centre plaza to make it a new gathering place, and the centre for the Canada Winter Games medal presentations. IDL was awarded the project, at a cost of $776,169.00
4th Avenue Two Way Conversion Project: This is the project which is turning 4th Avenue into a two way roadway . IDL projects has been awarded the project at a cost of $740,727.98

It’s always amusing when people accuse others of stupidity while making gross errors in language themselves. The form of “to” you were looking for in the second correction post is “Too.”
I just wonder why the city is so quick to hire outside help every time they want a report of some kind? We have numerous people right here who could do them and a lot of it could be done by city staff-that’s what they are paid for.
I would like to see a locally done report to show all the unnecessary “positions” and “titles” at city hall and have them eliminated. There would be a big cost saving right there.

Correct spelling and the use of language at this point in time is not a serious problem. The problem is mathematics and the spending of tax dollars.
Prince George needs to be audited by the new position set up by the BC Government to audit municipalities. There are so many different ways that money has been spent without any acceptance of responsibility for waste that it would be a gold mine for auditors to dig out this information, and lay at the feet of the Mayor, Council, and Administration.
The Civic Centre Plaza enhancement is a prime example. The present facilities would be more than sufficient to handle the medal hand outs etc;, or it could have been done at the CN Centre, however they chose to spend more money for no good reason.
Improvements on civic plaza … that will be covered in snow.
2 contracts awarded to a company that the city is in active litigation with…. should never happen. They are still battling over extras at the new Cameron St Bridge…
Taking one bid on the 4th Ave project… is laughable.. criminal.
Maybe electno1 really meant dykes.
Maybe we could have hired KPMG.
And maybe having the medal presentations at the plaza is a way to get people to go downtown.
I’m surprised the article didn’t mention that the consulting firm hired to study snow removal hails from Washington DC.
I absolutely agree that city hall has internal resources that should be doing all of these recommendations. If they can’t put up, they should go. ALL of them who fail at their job. Where are the performance reviews?
Brian talk to the workers that actually do the work about the equipment and clearing, not just those trying to look pretty for the office girls.
I think Dan Rogers is the one who started the “Hire an Opinion” when he didn’t want to make an actual decision himself. Sherri Green just kept up with the stupidness. We need someone in the Mayors seat who is in touch with the people of PG and don’t have their own agendas. Dan Rogers pushed that overpriced cop shop through but doesn’t stick around to pay for it.

Well that’s easy. The problem is that much of the general public is convinced that nothing of value is produced unless it comes from the private sector. Had the city prepared an internal report I’m sure there would have been cries of “yeah but it’s biased and city staff don’t know what they are doing”. IMHO they are making poor decisions simply to try and satisfy people will complain regardless of what path they take.
My suggestion in that situation would be to take the lowest cost alternative (do it internally) unless it is clearly something that city staff are unable to do or you need a second opinion.
I disagree Palopu, spelling and grammar should be high on the priority list when accusing others of being moronic. You know what they say about glass houses right?
I too would welcome an audit, but PG doesn’t seem to be on the radar right now or in the near future either.
Hey LovePG you can’t blame rogers for the rcmp palace. That was a done deal before he took over and thank god at least that council was able to shave $6 million off the cost by getting rid of the underground parking.
Kingsley was mayor when the city decided to buy the property off john major I think and then Kingsley was mayor when the council of the day voted in favour of building the palace. It was one of his last acts as mayor. Interestingly soon to be candidate for mayor Don Zurowski also was on council when they voted in favour of building the palace. I can’t recall if he voted in favour or against.
As for being a fan of consultants our current mayor is the champion of expensive and useless studies. More than $350 thousand for a core review that did nothing but provide an excuse for council to jack up user fees across the board and now over $100 thousand for a consultant to tell the city how they should manage snow removal. They simple asked staff for their opinion and then regurgitated it back in a report to council that included a hefty price tag.
At least Kingsley, Rogers and even Backhouse all knew how important snow removal is in a northern city and didn’t fool around with the service. The blame for the poor effort last winter has to lie fully with our current mayor who made it quite clear that she believed too much money was being spent on snow removal and so the squeeze was on to cut back the contractors. They of course told the city to take a hike leaving quite a mess last winter. Let’s hope the lesson has been learned. Getting snow in the winter shouldn’t be a surprise.
