RV Bylaw Deserves a Second Look – Skakun
Prince George, B.C. -Prince George City Councillor Brian Skakun says it’s time council takes a second look at the city’s RV bylaw.
“I’m going to bring a notice of motion to talk about this at tomorrow’s meeting for a debate,” says Skakun.
“I’d like us to issue a directive to administration to ask they don’t ticket people that have their RV’s parked on their property.”
He says the bylaw applies to motorhomes that are larger than 6.1 metres and says he’s come forward because administration indicated this week they plan to start enforcing the 7 year old bylaw.
“A lot of people are taking exception because they didn’t know about this bylaw and because it’s too late to start looking for winter storage.”
Skakun says he’s hoping council will agree to have a community discussion at some point later this year or early next year “to see if we can make some changes to the bylaw.”
However he says he has no issue with plans to enforce the bylaw when it comes to parking RV’s on the street.
“If you’re parking on the street you’re impairing sight lines and that’s a safety issue. But on personal property the city needs to step back and take another look.”

The big rv’s look pretty terrible parked on the lawn near the edge of the property lines with ones neighbor as well.

Read it again, he makes a lot of sense. To enforce this bylaw just before winter when it has not been enforced for 7 years is just plain idiotic. Just goes to show more incompetence of city hall.

I wonder if any of the candidates for Mayor and City Council in this year’s municipal election are going to suggest that the City of Prince George takes a look at every dollar it spends each year and ask themselves the following two questions:
Do we absolutely have to spend the money on this particular item, and if the answer is no, remove that item from the budget.
If the answer to the previous question is yes, the next logical question would be “Can we do things differently to accomplish the same end result and save the taxpayers of Prince George some money on their taxes every year.”
Soo Pval do you have an issue of what he said? If he never said anything about anything would you have an issue about that?
I have no issue with enforcing this. More money for the city from people breaking the rules is fine by me.
It would be nice if the next time Skakun opened his mouth he could take on an issue of some importance rather them pandering to a very small special interest group.
How about doing something about the 50 million dollars a year the city spends on salaries? Pick a department, any department, and start making some cuts. How about HR for starters? Between the manager and the numerous “advisors” they’re hauling in well over half a million in salaries alone.
Or the fire department. 15+ fire captains? What the?
Seamut, yes I do have an issue. I don’t think people should be parking their RV of any size parked in their front yard. That’s what back yards are for, and if you don’t have a backyard that you are able to park your toy then you should be finding another place to park it.
I have a rv, I never park it on the street or my front yard,the only time it’s in my drive way is when we are loading up or unloading for a trip.

Seamut–I agree totally with your original comment. We live in a trailer park that has a dedicated RV compound. Son and many of his neigbours do not have access to his back yard!!!

Brian Skakun should look into the eye sore across from the old cop shop..What’s up with that! and who’s responsibility will it fall on to clean it up?

It doesn’t take a PHD in economics to know that with the tidal wave of ever increasing debt engulfing Canada, the increased costs of looking after an aging population, and the large infrastructure deficit in many parts of this country, at some point in time there is a lot of change coming this country.
The choice our society has to make is do we want to make small changes to our system over a relatively long period of time, or do we want to make large changes to our system over a relatively short period of time.
Great Brian, why not eliminate all housing standards and we can have a giant trailer park throughout the city? Have you navigated in Westgate lately? RV’s sticking out from the driveways, on people’s lawns, never moved off of the road etc, it’s a joke.
BTW Brian , there’s already a covenant in parts of town that says you can’t have a blacktop driveway in new subdivisions, that is completely ignored. People buy nice houses, in nice areas because we expect people are going to take care of their property. Parking an RV all year in the driveway, with a hideous tarp on it, isn’t my idea of paying high taxes for zero enforcement of policies.
If you can hire someone to enforce parking meter violations, you can hire someone to wander around neighborhoods handing out parking violations with RV’s. You just set the platform for any political career you have in the future. No control, or enforcement of city zoning… nice one.

Either way charles, as a wise man once said, “If nothing changes, nothing changes!” Something needs to change or we’re going to be in a whole heap of trouble. I would like us to start with our over bloated civil service, municipal, provincial and federal!
They should take into account the length of driveway as well as the size of the RV. A 20ft rv on a 80ft driveway is way less intrusive than a 20ft rv on a 30ft driveway.
I agree there should be no RV’s parked on the street. You own your property if you can fit it in your yard with out it hanging out onto the street there shouldn’t be an issue. When every yard full of crap is cleaned up maybe than the bylaw can be enforced. Until that happens leave them alone. Just because there is a bylaw doesn’t mean its right.
It’s about time that the City started to enforce the RV parking issue. One of my neighbours parks his big-ass RV in his driveway all summer long, effectively blocking the view of the stop sign at the corner and any view of oncoming traffic. There are other RV’s parked all over the street for basically the entire summer!
If the City needs money and we all seem to agree that it does, then they should start enforcing this and all other bylaws! What are we paying Bylaw Officers for if not to enforce bylaws? Sit at Timmie’s drinking coffee perhaps??
Hey most of you missed his point, after seven years of none enforcement use some common sense. Make people aware of the bylaw and maybe put them on notice for next year not just before this winter. This is not politics but common sense.

Brian a change to the bylaw would be to allow an rv to be parked on the property from 24 to 48 or 72 hrs to allow for loading, unloading washing etc.
There is already a plethora of bylaws that the City is unwilling to enforce. Not sure why this one is getting attention all of a sudden.
If an RV is parked on your property and it isn’t a safety issue or being used to live in what issue is it of anyone else? Some people work in camp jobs 7 days and are off 7days, so now you can’t park your RV on your property while you are at work. I think some people should mind there own business and leave others alone.
Yes Brian there should be changes to this bylaw as well as others.
Hadenuf: If the vehicle or boat is insured/licensed and isn’t causing a safety issue, then it shouldn’t be a concern.
Make it so it has to be set back from the street 12 ft. (or something like that). No tarps. No parking on the street, period. No unlicensed units. Done.

I agree… The driveway or the street is no place to park your RV. It’s not late to find a place to park it. Many places in town here has plenty of spaces.

This is a seven year old bylaw, did council not read the bylaw before passing it? Kind of ventures on the parking fee bylaw, everyone agrees until the public backlash. New bylaws should get a public hearing so people can actually tell those jacks in city hall exactly what they think the impacts of such a bylaw would be so it can be fine tuned before council rubber stamps it. How many people knew this bylaw got passed 7 years ago? Was this in the mix with RVs parking in Walmart bylaw?

The foundation won’t be any good once the frost and snow get at it.
At what cost will that be for the tax payers of Prince George when nothing is done about? Should the city impose hefty monthly fines for project that become stale? I am sure if this kind of thing were to have happened in Vancouver the outcome would be handle quite differently.
7 years it’s been on the books and not enforced? I agree with Mr. Skakun, as there has been no enforcement, simply remove the bylaw. It is as ineffective as the paper it’s written on. I refer to your own property here, street parking should be enforced.
I don’t care what size the RV is,if it’s on there property then it’s non of anyone’s business. This bylaw is idiotic. Next thing will be like Utah and not allowing your own car or truck on the drive way. Stupid idea.
Who was on council when this bylaw was approved? What mechanism was/is used to monitor bylaws…to reflect the communities wishes; inspite of council decisions.

It seems to me that we are talking only about extremes here! Yes I agree that a person should be able to park their RV on their own property without interference from Big Brother…provided that it can be parked with a reasonable setback from the street, and doesn’t create a safety issue by blocking the view of traffic or stop signs.My driveway is 60 feet long, and my 24 foot RV hardly pokes out beyond the front of my house. Should a bylaw enforcement officer come calling at my door, I shall certainly be telling him where to go and giving him directions to get there. On the other hand the notion that one should be able to do whatever they want on their private property probably would interfere with a neighbour’s right to enjoy their property so that is a non-starter.The idea that after 7 years on zero enforcement the city is going to start clamping down on this situation is a little disturbing as well. Is this because we have a new Bylaw enforcement manager eager to make his / her bones?
Maverick, Why are you so concerned with what is happening on private property downtown? The owner / developer had spent their own money to place the foundations as they now sit. If they do not proceed and the foundations are ruined as per your comment( remains to be seen if that in fact would be the case) then it is the owner of the property that will have to pay to demolish whats there and clean it up. Unless you know otherwise, the city and we the taxpayer have ZERO interest in that property and should probably be minding our own business!

After not enforcing the bylaw (what else is new?) Brian pointed out the existence of the bylaw to…..guess who? The City!
I don’t believe that Brian is looking for any “brownie points” – it is called common sense. The next thing a homeowner will have to worry about – a bylaw that restricts snowblowers/ shovels etc. in the driveway. Seems that there is a group of individuals who are rv- haters!Having an rv parked in your driveway is a convenience as most rv’ers use it every weekend or during the week. It would be a hassle if one had to take out everything out of their fridge every weekend because of no power supply at an rv storage. As long as it does not interfere with any safety concerns what an individual parks in their driveway is their business. The city would do better if it looked after the streets / roadways especially when you drive into the city from out of town.
I, for one, wrote Skakun, and all the councilors running in the next election, asking that the part of the bylaw,about not parking in the front yard, be revisited. The part about not parking on the street is very valid given our narrow streets. If one only took their RV out once a year for holidays then it could be taken back for storage, but most people use their RV throughout the summer months, so having it in the front yard/driveway makes sense to clean it out or provision it to take out again. I assume this bylaw was enacted years ago when there were a few RV’s around, but now days there are at least 2 – 3 on most blocks in College Heights. Contrary to what most people have indicated, there is not enough storage facilities for the number of RV’s/trailers/etc in PG. This is an easy bylaw to enforce, hence the action by Bylaw enforcement. Try and get them to enforce the noise bylaw regarding noisy motorcycles or phart can muffler systems. Good luck, it would involve work, easier to measure up an RV and write a ticket!
Oldman.. What have you heard from Brian lately.. Nothing at all, but when the list of councillors running for a seat and all of a sudden he starts having an opinion..
But was nice of Brian to go on a road trip on our dime.. I am sure we will hear that he learnt a lot blah blah blah but we will see nothing from it except a expense report. If only there was a more expensive place to go I am sure he would have gone as well.

Or maybe we should worry about the R.V. by-law. City full of handy cappers, maybe the city should look into ordering more short buses.

Many subdivisions have this covenant. If you dont like Rvs in driveways go live there. This city has too many bs bylaws they only choose to enforce when they choose. I have neighbours who dump yard waste on city parkway and neighbours with fences 10-15 meters outside property lines on parkways, the city does nothing when you call. Don’t have laws you don’t enforce, it only tightens the rope on good honest citizens.
Unless it has air brakes leave property owners alone as to what personal vehicles are on their property. I understand there is a problem with Rvs and vehicles on the road parked longer than 24 hours thats fair game for the city. A cap on the number of vehicles makes more sense to me than if it is recreational or not.
In a perfect world, it would be wonderful if everyone parked their RV’s, Quads, Sleds, Bikes, Boats etc. in their back yards.
However, many of the newer homes and lots do not leave you with enough room to get a wheelbarrow into your back yard. Who’s fault is that?

I have the same type of situation a very long driveway and a 24 ft. motor home that barely extends beyond the front of my house. If a bylaw officer comes to my house, I will be directing them to go down and write a ticket to all the owners of the eye sores on 1st ave., before I accept mine.
Pval, just go to the hart or Pineview, now those areas are eyesores.
