So I suppose there names get added to the list, “known to police”.

As a condition of release, throw a bracelet on them. Be able to track every step they make, where they are, and be able to see if they are gathering in a common place.

What is the criminal element, 1% of the population. That would be about 800 to 1200 people who wins a bracelet. So, they manage to cut it off, than its automatic 2 years less a day in the clink, no question asked. no early release.

Freedom of rights. Well, I think they gave up that freedom to roam the country of Canada, when they committed the crime.
