Former Haldi Road School Rezoning Public Hearing Tonight

Monday, April 25, 2016 @ 5:57 AM

haldiPrince George, B.C.- It is a piece of property has been front and centre for  the past few years, and tonight, it will be  the subject of  a public hearing at Prince George  City Council.

The property is the former Haldi Road School on Leslie Road.  It had been turned into a private residence, then  was proposed to be a recovery centre for women.   That  proposed change to the Official community plan and  a rezoning  sparked outrage from neighbours who took the City to court  to  fight the  change.   They won  round one, but the City won  round two.

Giving up on that site  for a recovery centre, the property owners put  the  site up for sale,  and now there is a new proposal.   Purchasers would like to  have a change made to the OCP and zoning to allow for a  dog breeding centre and kennel operation.

One of the  main concerns  from neighbours during  the  proposed recovery centre battle was the  use of water.  The Haldi area has some challenges  on that front,  and a restrictive covenant was placed on the property to  overcome that  concern.   But with  the site now proposed   for the care of dogs,   the demand on water  should be minimal  and  the proponents are also asking to have that covenant removed.

The City has  received some letters of opposition to the proposed use of the  site.

Wish the City would do as promised years ago, water and sewer to Haldi area.

Would the proponents be willing to install a water meter on the well as a condition to have the covenant removed to ensure minimal usage?

And what would that accomplish? Once the covenant is off they can do whatever they wish. Do you think they are concerned with the neighbours? The last well test done in 2011 was inconclusive, yet they still tell the public it is ok?

“But with the site now proposed for the care of dogs, the demand on water should be minimal and the proponents are also asking to have that covenant removed.”

I still can’t believe that this statement is being made. I encourage anyone who believes this or who could potentially be impacted by the outcome of this to do a quick Google search for what the average water requirements for a dog boarding kennel/facility really are (and factor in per dog since the proposal is for more than a few dozen dogs). It is much much much more that a ‘bowl of water a day per dog’ as was cited in the last write up on this. What a bunch of ridiculous statements.

Noise is another issue aside from water. Not like there aren’t any neighbours pretty much right next to the building. Rezoning this to allow for this is a bad call in so many more ways than one.

Look on the city website. There is not a new owner that I can see.

According to the city website the City staff report shows the applicant is ” Don Kehler for 0911408 BC Ltd., Inc. No. BC0911408″

This number company is the same for the last proposal belonging to Craig Wood and Brian Fehr. The 1st mortgage is registered to 0911408 BC Ltd., and the 2nd mortgage to Mary Helen Graydon according to the covenant papers on the city website. THis is all for the public knowledge on the city website.

At two public meetings the real estate agent said “they can put whatever the zoning allows”.
