This is such an elitist organization. I would have thought that while the conference is being held in the host country that other Northern cities would have been invited to come share their experiences with dealing with Winter. I find that PG overall does poor with winter compared to other cities I have lived in. ( 45 years old and this is the furthest South I have ever lived ). While it is great to hear how Norway is doing with Winter, they also seem to tackle large projects and pull them off. We only talk about them, study them, shelve the study, wait a few years, study it again, etc.
“Winter is a Resource and an Asset.” Nice slogan. But it seems the limitations are to not look a the asset or the resource. Winter is an expensive time of year for most people and nothing is being tried that would address that issue.

In the summer you can cut some costs by running a bike, and in some places in the USA you can even licence your quad. In the northern climates, right in the middle of the snow belt we don't make use of the snow? Licence sleds to get around the city. There is no practical reason to not do it, just fear holding everyone back. Lets hear it for the fearful!

Not even the new fad of greenhouse crap and energy saving can move these people. The problem is the northern winter cities can't get past the fixation that winter is to be resisted and fought. The only plan the city can come up with is to operate the city like it is summer all year round!
