Black Liquor Dollars to Be Delivered

Prince George, B.C.- Details of Ottawa’s counter punch to the black liquor bonus that has been paid to the U.S. pulp mills, will be revealed later this morning.
 
The federal government had announced in June it was setting aside $1 billion dollars for a green energy fund, and at 9:30 this morning, the green energy fund pie will be divvied up.
 
The plan   lets pulp companies apply for a 16 cent per litre credit for black liquor litre burned to create energy.
 
U.S. pulp producers have been celebrating a cash windfall for using “alternate fuels”. The American mills have been making money hand over fist by adding diesel fuel to their black liquor before burning it. In many cases, the U.S. mills were making more money through that program than they had been in pulp production.

Yippee!! It's about time. This will security more jobs too.
Yep, Is this the program where they now have to burn diesel instead of natural gas.
The burning of diesel is the American program.

The Canadian program requires environmental improvements to the plant to qualify for the funding. This includes such things as reduction in particulate.
I believe it includes energy savings, generation, or enviro. So I wouldn't hold my breath waiting for cleaner air.
I hope nobody thinks the common man/woman will see any benefit to this.

The lumber companies will get more money and still not put anyone to work,the CEO and Board of directors will have a nice xmas vacation tho.

The common man/woman needs a job to earn a living. This Ottawa counter punch is an attempt to level the playing fields for OUR pulp producers - the ones who employ a lot of common people.

That is the benefit. It wasn't Canada that cooked up the devious idea to add diesel fuel to black liquor and thereby (once again) skew the playing field.

The program is called the "Green Transformation Program" and is directed at projects that will improve energy and environmental efficiency. There are many factors that will "qualify" a project into this program.
Additionally, undertaking these projects will benefit the man/woman by keeping them employed, as well as many companies outside of the mills that will be required for contract services. By keeping the pulp mills running the forestry industry in BC will also benefit, as chips will definitely be required to produce the pulp!
In my opinion any projects aimed at energy and environmental efficiencies will also benefit the community as a whole.

This whole program in the USA and Canada is a pile of BS.

At the end of the day the Pulp Mills in the USA get a subsidy from the Federal Government, and in Canada the Pulp Mills get a subsidy from the Federal Government.

All this means is that taxpayers have just given a huge bonus to these Companies for no good reason.

Unless you can come up with some specifics showing that (a) Jobs were saved or (b) new jobs were created, then you have once again been shafted by the respective Governments and Business's.

Well, I think we can all agree that the governing in the US has forced many countries to make monetary decisions that they wouldn't have otherwise. Had they not provided the pulp mills in the states with a credit for ADDING diesel to an alternative fuel, this would never have been an issue.

On the flip side, at least the Canadian government was smart enough to ensure that the projects to qualify for such a credit were of a nature to improve environmental or energy efficiencies.

Jobs are being saved because it would be near impossible for Canadian pulp producers to survive when competing against US competitors that were having $$$ thrown at them. Many smaller pulp mills had shut down and have been able to bring their operations back up due to this support from the government. As for news jobs being created, well that is something that might be seen from the projects that will be undertaken.

Again, this all began in the US and we are lucky that the Canadian government acted to quickly to help this industry, especially for those people in PG.
We the taxpayers are paying for upgrades that the companies wouldn't pay for. That being said, at least our government has tied the money to upgrades. Had they just cut cheques, likes the yanks do, the money would have just went straight to the shareholders and the mills wouldn't see any projects.
So, were jobs saved? Possibly. Were jobs created? drive up to Northwood right now and see for yourself. More projects probably coming down the pipe. Hopefully!
