DBIA Plans Event on Road to Renewing Special Levy

Prince George, B.C.- The Downtown Business Improvement Association continues to try and redefine itself.
 
It has been working on developing a new business plan and   have City Council approve a bylaw that will collect a levy from downtown property owners in order to carry out its plan.
 
As part of it’s ongoing efforts towards those goals, the DBIA  is holding an event Friday evening with a public presentation and discussion.
 
“The DBIA board is conducting a strategic planning session this weekend,” says Kirk Gable, president of the Downtown Business  Improvement Association, “and we want to make sure the participants are primed with some ideas of what is possible with our downtown and  our organization. We’re fortunate to be able to schedule a free public presentation by the consultants working on the City’s Official  Community Plan review and the Integrated Community Sustainability Plan. Bruce Irvine of HB Lanarc and Bruce Haden of HBBH have a great presentation, and I expect it will inspire our downtown business people and property owners with creative ideas of how a vibrant public space works.”

The 30 to 45 minute presentation titled “Precinct City - an urban vitality discussion for the future of Prince George,” suggests the vitality, success, destination quality and iconic character of the downtown can be improved.
 
 Following the presentation there will be plenty of time for questions and discussion.
 
Gable says this public presentation and strategic planning session are the next steps toward a new Downtown BIA bylaw. The previous attempt to renew the bylaw was quashed by Council. Although the threshold for opposing the special tax levy was not met, Council rejected the tax levy on the basis it was too divisive.

“We want to make sure we get it right this time,” says Kirk Gable.  “We’re confident that with the right organizational focus, the right vision and the right levy formula, we can see a DBIA that will enjoy a high level of support and enthusiasm from the membership as well as the community as a whole.
 
The presentation is set for Friday evening from 7-9 p.m. at the Days Inn.

How to fix the downtown, get off the horse, it died last election.

We the citizen of Prince George is tired of your incessant whinning. Do something or shut up.
It looks to me like they are doing something - having a strategy session to focus them apparently. Maybe they'll come out with a better defined mandate that can enjoy better support and get better results than they are now.
Newsflash for you Mr. Gable; no one wants to pay any more taxes nor can anyone really afford to these days.
I like it when people say 'levy' instead of 'tax'. It makes me feel all warm and fuzzy inside.
.............and, they need to take care of the street level drug addicts! The City Council of the day, (from the past or present) have approved many homeless shelters, a needle exchange place downtown! Now we have a van running all over town, supplying needles to the "HOMELESS"! What's up with that? I get these "homeless people" in my cab, getting me to drive all over ( I always get money up front), looking for this "needle exchange van" (it is sponsored by the Native Friendship Society I believe). I have given a taxi ride to a woman who is a resident of the new FRIENDSHIP LODGE. Tonight, she is down at the 7/11 on 20th, totally messed up.

City Council, make better decisions. There is no point in spending millions of dollars on the downtown, unless you want to clean it up first!!

They have had 10+ years to do something.

They have not managed to do anything other than studies ..........

These people speaking on Friday, how many downtowns have they managed to clean up???? Certainly none in communities that have no growth.

It is one thing to plan for a community like Chilliwack, another to plan for a community like Prince George.

Besides, PG has had plans. They also had Councils that screwed up big time by not following them.

Something about leading horses to water but not being able to force them to drink. Well, our Councils and our DBIA reps have been notorious non-drinkers for the past 2+ decades!!

Deal with the problem. Planning is simple. Implementing is the difficult thing in this community. That frustration has cost this community many good planners who have moved elsewhere.
Maybe taxinapothole could convince hizzoner the mayor to ride around with you as a 'trainee" just to show him what the real world is like. Just a suggestion.

Excellent post gus. You can develop plans until the cows come home, but at the end of the day, you still need LEADERS to follow the plans and make decisions that support them. We have lots of plans, we don't have any leaders. Such is the reality of the downtown in PG.
If they really want businesses to leave the downtown, they're on the right track! Get RID of the real problem. Put the drunk and stoned panhandlers in jail where there is no booze (supposedly). Like the cop said in the paper; we have to stop giving them money whether or not we feel compassion. If we want to give,then give it to the social network that looks after these people and supplies ALL their needs.

...and the rest of the creative types still left in town are also planning on leaving (to where our tax dollars in PG go for outside consultants...the Lower Mainland). Note:
these outside consultants boiler plate their products, suck the money out of PG, spend it elsewhere and contribute nothing to the community as donors, volunteers, and contributors to the local economy. City Hall and its bureaucracy is still falling for the snake oil from outsiders. Do you hear the whoosh of millions of tax dollars leaving town and going to outside consultants? Meanwhile Progress PG is trying to 'build up' our existing economies into centres of excellence...these two processes are diametrically opposed to the objectives of the other. Futile and a complete waste of time...and its ALL about process...versus getting something done in a timely fashion.

No truer words were spoken. And why is it all about process? Because we try to have a participatory process to make sure that nothing has been missed with respect to "stakeholders" interests.

However, this City does very poorly, in my opinion, at conducting these processes. It has, in my mind, become more of a security blanket for the City managers and Council. When something goes wrong, or when asked why they do something after the fact, they point to the process which provides them with their approval.

They can check off the checklist of best management practices but they cannot deal with whether the processes checked off were actually done to an acceptable quality.

Oh, I forgot, they have that covered with those post facilitated event evaluations. :-)
Actually we shouldn't be talking about downtown revitalization until six months before our next municipal election. How about changing our city's rule about negative referendums? 10% opposed rule? That in my opinion is based on the knowledge of the apathy of the average voter. Next election have two other ballots made up which would just include "Do you wanna spend $50 million bucks for a new cop shop?" And the other question on the ballot would be, "Do ya wanna spend $48 million bucks on a Performing Arts Centre?" I would predict a record voter turnout fer that municipal election. But alas, we the people our powerless.
