The story behind this video is that  it took place in Belgium following a memorial  service.  The child, dressed  as a Canadian  Highlander,  waited patiently following the  service for the Canadian contingent to make its way down the road.

You should know, that in parade, an "Eyes Right" command  is normally only  given when a  contingent is passing dignitaries.
