Report from Parliament's Hill - July 29th, 2010

It has been an incredibly emotional week following my announcement not to seek re-election as your Member of Parliament.  I would like to thank those constituents, friends and colleagues who telephoned and emailed to convey kind words of support.
 
There has been a great deal of reminiscing since my announcement ... about colleagues, events and hot political issues from past years.  I found it particularly ironic that one of those controversial issues has resurfaced this week ... the long-form census. 
 
The census issue brought back memories of 1996 when I’d been your MP for just over two years and the census forms hit select mailboxes across our constituency. The phones began ringing in my riding office as constituents who received the “long-form” census expressed outrage over the lengthy, onerous forms requesting very personal information. As you know, the general “short” census form is distributed to every household in Canada.  The vast majority of Canadians have no problem with this aspect of statistics collection.  It is the means by which Statistics Canada compiles very basic information on the population of Canada, such as name, gender, age, marital status, and first-language of individuals living in your household.  This form is simple and takes mere minutes to complete and return to Statistics Canada. 
 
Then there’s the long-form census sent out to 20 percent of Canadian households.  It is incredibly detailed and requests private and personal information, including whether anyone in your home has physical or mental health issues, asks about cultural and ethnic background, level of education, how many hours of household chores you carry out, detailed labour history, income and investments, commuting habits, number of bedrooms in your home, household expenses and more. 
In 2006, the long-form census was 40 pages long and, quite obviously, took an extensive amount of time to complete. And here’s the rub...if you were one of the households to receive this long census form, completing it was MANDATORY by law under threat of fines, jail, or both! 
 
Our Conservative Government believes this is wrong. 
 
That’s why we replaced the 2011 mandatory long-form census with the voluntary National Household Survey. We don’t believe Canadians should be forced to disclose extensive private and personal information. 
 
Statistics Canada officials do not support our Government’s decision to make the collection of this information voluntary, and the Chief Statistician even resigned.  A parliamentary committee has convened over the summer to examine our decision as opposition MPs express their “outrage” to our action to protect Canadians’ privacy. One Liberal MP called this a “manufactured crisis” on the part of our Government.  I wish he could have been the one answering phone calls from my constituents back in 1996!
 
With increasingly robust privacy laws, both private sector and government collect and analyze extensive and wide-ranging information on Canadians on a VOLUNTARY basis.  In this electronic age, spending habits, for example, are easily and anonymously assessed using Internet usage and electronic payment information. As for other personal information, many Canadians are still willing to provide that data, voluntarily, and with goodwill ... when they're not threatened with jail time.

Jay Hill must be embarrased when he has to parrot the Conservative party line on issues like the census. For an intelligent man this must be an awful compromise of his integrity.
Census information is necessary for planning in many sectors of society, including governments. It is submitted anonymously, unlike the details of our lives we are required, under penalty of incarceration, to Revenue Canada every year. No big deal.
The real reason for the libertarian wing of Harper's Conservatives to abolish the long form census is to remove from public scrutiny the damage their policies are doing to our social fabric.
Good riddance, Jay. May your replacement have some backbone and represent citizens to Ottawa rather than doing the bidding of a minority of fanatics.
I filled out the long form of the census and did not find it to be intrusive or violating my privacy at all. It's another one of Harper's red herrings to say that the census needs to be more respectful of people's privacy.

There are a lot of things in our lives which are MANDATORY, Mr. Hill, such as paying income taxes, obeying traffic laws, enduring silly policies issuing forth from Ottawa, senators being appointed and NOT elected...etc.

The Tories may have already found new sources of info (such as private credit card records) to mine and simply want to put up a smoke screen to hide that fact.

GW Bush did the same thing in the USA. I wish our government would feel less obliged
to keep emulating his errant shenanigans.



I'm no fan of team blue but team red has single handedly sodomized British Columbia and Ontario in 2010 using their new favorite strap-on, the HST.

At least Harper has the decency to not smile while he bends you over, and if he does it's obviously fake and likely for a photo op. Iggy on the other hand would happily bend over Canada as well but will somehow manage to maintain a genuine smile throughout the whole ordeal.

I couldn't agree more, the one and only time we were in contact with his office over his 22 year span they couldn't even bother to acknowledge getting a letter....
If life should be so simple that we would open more of our private lives to the government, so they can find more ways to infringe on our privacy, our hard earned income and our lifestyle.

I have a major problem with their tactics of poking their noses in our lives. Stats Canada has been harassing me on Sunday's and evenings to find out how I spend my leisure time and handle the stresses of work. When I finally contacted someone, I advised them to discontinue harassing me during my leisure hours. They are the reason I am stressed. I can't get away from them. And this is a government organization. Enough is enough. Leave me alone. And less is better. Let's face it, the whole purpose of Stats Canada is to develop surveys and questionnaires to justify their jobs. Get rid of the whole department and let every business contract survey company's to give them the information they need to understand their markets.

I support Harper's stand on this and am thankful he has the scruples to take a stand against the bleeding hearts who continue to try to convert this country to a socialistic .

Everyone who provides a product or service to earn a living needs to be allowed to do that. That is where all of the jobs, income, taxes and opportunities come from. We need to be released from the shackles of government, bureacracy, regulators and those whose main objective is to control others.

If you have nothing better to do than bare your soul to government, sign up as a volunteer and maybe they will leave me alone. I am fed up with their intrusions, their control and their involvement in my life.

Am I affected by this? You bet. They are strangling me with their regulations. To the point where I am ready to just give up. And I am a businessman, a free enterpriser, and a very community minded person who gives much in the way of time, service and resources to others.

Where are our rights to privacy? The rules are only for the honest, law abiding, conscientious and ethical people. The crooks do not live by the laws at all. So, who is being penalized and handicapped to make a living? The honest, law abiding, conscientious and the ethical people.
