Just What Is A Freedom Of Information Request Really Worth

On October 19th-2010 Opinion250 requested from Northern Development Trust, their  correspondence with  Provincial Ministers, Deputy Ministers and the President of UNBC about the  proposed  P.G. Hotel  sale.

In earlier released documents  the NDI Trust had written to Mayor Dan Rogers and City Council October 22nd-2009 .  In that letter, NDI Trust's Janine North implies there is, at the very least, Provincial government awareness of the  goings on. 

She writes that if  the City of Prince George doesn't  deliver a positive decision to  make a "back up offer" for the purchase of the P.G. Hotel "this offer will collapse and I will advise the Provincial Ministers, Deputy Ministers and the President of the University forthwith."   

That letter indicated there  had been some sort of discussion with  the University and Provincial officials.

On November 8th we received a letter from the NDI Trust informing Opinion250 that the two page letter that the NDI Trust had suggested they would provide in their initial Freedom Of information request would now not be forthcoming. The NDI Trust added further that “the additional information that you are now requesting is not within the scope of your original request”. We are asked to submit a new request.

The NDI Trust says the letter must be withheld subject to Section12 , “Cabinet confidence” and  “section 17 disclosure harmful to the financial  or economic harm of a public body” and  “ section 21, disclosure would be harmful to a third party business.”

Now Opinion250 was not looking for any financial details surrounding the plan to develop George Street by Commonwealth Campuses Inc. but rather who they met with and what was offered to them by the Province, if anything, and under what circumstances. We also wanted to know who attended the meeting in Victoria with the Minister of Community Services, on behalf of the City Of Prince George and were they authorized to be there on behalf of the city, who was in attendance as a Deputy Minister, were there any other Ministers in attendance at that meeting including Ministers Pat Bell, and Shirley Bond, who attended that meeting on behalf of Commonwealth Campuses Inc?.

Was the matter of the purchase of the Prince George Hotel discussed to construct a Wood Innovation center, and was the City of Prince George consulted in any plans being put forward?

Recently, we asked the Minister of Forests, (his ministry would have SOME input on the  Wood Innovation Centre) who attended the meeting and for what purpose?   We did not ask for the details of the meeting, beyond who was in attendance. That information should be available in the minutes from the meeting.

We have not received that information.

It would seem that in the public’s interest the people of this city, along with the people in the province, should be given information when it deals with a matter of the purchase of land in this city and construction of a facility on that land both with public money.

Questions such as; who came up with the idea to build a wood innovation center across from the Ramada?

Who was prepared to enter into the purchase of that property, from whom and at what cost?

Did anyone from the City Of Prince George attend a meeting in which they did not officially represent the city, and why?

The City Of Prince George has now invested $2,500,000 dollars in the P.G.  Hotel property and adjoining parking lot.  They also are committed to a further expenditure of upwards of $600,000 dollars to demolish that building.

Why did the City purchase this property knowing that the adjoining property was held in private hands and they could not dictate any development on it?

The whole issue still has not been addressed at the very least to the satisfaction of those people that have read the material, and public money is at stake.

It seems that as usual there are more roadblocks in accessing information than one would think necessary.

Freedom of Information may well be another Government oxymoron.

It is disgusting.

Only information that is potentially harmful to the security of the Nation should be protected. Any disclosure related to the spending of OUR MONEY should be wide open. This means Deputy Minister spending and salaries and cabinet communication. At least politicians get changed every now and then. I am beginning to believe the real incompetence resides at the Deputy Minister level, and these people are lifers. Every year they drink from the public reserves and most of them are completely useless and collecting salaries several times what they would be worth in the real world. This level is an even bigger problem than the politicians.

The words "Freedom of information" are a joke. All civil servants salaries should be disclosed. What organization doesnt let the people paying the bills (US) not know what the people working for them make?
Now lets see, Commonwealth made money on the property flip to the city. The taxpayer will demolish and clean up the site and then surprise surprise the city will sell the property for a song back to "someone".
It is called an investment, in this case through a public subsidy.

If the City was growing, even at a slow pace like Kamloops or Nanaimo, coupled with a strong anti sprawl policy, such investment would eventually come from private developers.

BUT, we have lived for some decades with a policy of sprawl and with a lack of real growth, so all we have seen is an increase in housing to accommodate fewer people per household and a switch to box store retail which has impacted what was left of downtown as well as shopping centres in the Hart, Parkwood and, to a lesser extent Spruceland. Pine Centre and College Heights seem to have been the only ones who have survived by a different look at marketing their services.
It is interesting that UNBC's Provost Mark Dale has also created a full time position:
Executive & Governance Services Manager
(Freedom of Information/Protection of Privacy Officer) to deal with "freedom of Information" (FOIPOP).

Under Cozzetto, previous UNBC inquiries made under the FOIPOP Act were forwarded to Ms. Shannon Barber, Office of the President in UNBC.

I always thought that a Provost in a university focuses more on internal academic affairs in a university (Deans, chairs, enrollment, ...) and the extenal affairs (including legal and media affairs) in a univerity are handled by the office of President. hmm?
No wonder we are getting tax increases! Oh but I forgot, they are for "road repair,snow removal" (nudge, nudge, wink,wink).
Would it make any difference or get anyone into trouble by putting this (verbatim) item in the Citizen newspaper? Is everyone on some ones payroll that they can't do any "investigative journalism"? or is PG too backwater to have anyone like that in our local media? Local media? Hey! I just made an oxymoron joke! By the way, all this will be forgotten by the time we again vote for our city hall dolts again.
I think it is time that the word "Trust" is removed from NDI. Slush fund would seem to be a better fit.


They have no place to threaten the City of what they will do if a bid is not put in for the PG Hotel. That is unless they were worried about the loans they have to private developers in the area

Despite what Hugh Nicholson may think of his rag, when I think of the Citizen I am reminded of the words of Hunter S Thompson

If Hunter S. Thompson said all that without a thesaurus at his side, what a guy! All those words never come up in conversation at some of our university journalism classes? Bummer!
Thank you Ben Misner!! I for one of many would like to see those responsable for the spending of our tax dollars with less than honest purpose brought forth and answer for their actions. It would not surprise me if there is actually no need for taxes or at the very least a sizable tax reduction. It would surely come in handy for the poorer population of OUR TOWN and I am sure any resident of Prince George.
You may try to get part of the info through UNBC. It is a small town and
it is easy to find someone who knows someone who has seen the report.

FOIPOP is the last option and costlier option.
