Bridge Bids Too High

The job of designing and building the Queensway interchange, the new Bridge, and the rehabilitation of the Simon Fraser Bridge has been awarded to....no one.
The three bids were in, and the lowest bid was submitted by Peter Kiewit & Sons Limited, a Nebraska based company with a subsidiary “Kiewit Pacific Co." in Vancouver. The company’s website says “Our goal on every project is the same – build it safely, on time, on budget and with no surprises.”
But there was a surprise for the Ministry of Transportation. The lowest bid was much higher than the budget for the project.
The budget is $32.5 million.
The lowest bid is $47,964,290.00
Project manager Tony Bennett says he doesn’t have any answers as to why the Ministry’s estimate could be so out of line with the quotes they have received. He says those involved in the project will now work towards identifying all their options before deciding on the next steps. He doubts there will be any decision before the end of October.
The other two proponents invited to bid were
1.American Bridge Canada Limited which had been part of the consortium which repaired Vancouver’s Lions Gate Bridge in 2006.
2. SNC- Lavalin/ Ruskin This is a joint venture linking SNC, an engineering/construction company which most recently was awarded the contract to build 347 kilometers of electrical transmission line from Lethbridge to Great Falls Montana, and Ruskin Construction of Prince George.
The bridge and upgrades from the Queensway interchange to Sintich Road were supposed to be finished by the fall of 2009
