New Boondocking Rules

Once again, Prince George City Council has waded into the matter of recreational vehicles like campers or motorhomes being parked overnight in parking lots of malls,  or big box retailers.

The new regulation presented to Council gives visitors 36 hours to park their rigs.

Last year, Council had  passed a motion that would have seen tickets issued to businesses  or property owners who allowed the practice.  That move was rescinded following loud cries of protest from the motorcoach vacationing public.

Here is the new zoning bylaw regulation:

7.1.2   All required off-street parking spaces shall be used only for the following  purposes:

a)accommodating the vehicles of clients, customers, visitors employees, members, residents or tenants who make use of the principal building or use for which the parking area is provided; and
b)seasonal short-term parking (no more than 36 consecutive hours) of self-contained camper vehicles (having internal washing, cooking, sleeping and toileting facilities) within the C2, C5, Z3, Z6, and Z8 zones, provided that:
i) the camper vehicle parking area is built and maintained in accordance with this bylaw;
ii) the camper vehicle parking area is not permited within 60m of any adjacent prperty zoned RS,RT, RM or Z9; and
c)such parking areas shall not be used for off stree loading driveways, access, or egress, signage, othe the display, sale, storage, manufacture or repair of goods of any kind.
The new regulation  means the boondockers are welcome at WalMart, Costco, Princess Auto, Superstore, etc.
Councillor Don Zurowski says the new regulation is the "perfect balance".  For all the bad press that happened the last  time, Councilor Zurowski says he hopes this new regulation, which puts out a welcome mat,  gets as much coverage.

Who is going to enforce this bylaw? Two others that come to mind and are not enforced is the illegal suite bylaw and the noise bylaw. The council will pass it and then expect someone else to enforce it.
For all the bad press that happened the last time, Councilor Zurowski says he hopes this new regulation, which puts out a welcome mat, gets as much coverage.


It was newsworthy that they were going to ticket campers, because people were outraged. I don't know who would expect the news to give just as much coverage to "they changed their mind".

Bad news travels like wildfire. Good news falls on the ground.
How the bylaw will be enforced was the question posed by Brian Skakun to Dan Milburn. Skakun explained what he meant by asking whether they would take photos or chalk tires or some other method.

Instead of answering the question Milburn went on about what the fines would be.

As you say, this is unenforceable. I really do not think it is intended to be enforced. As with many situations in the City, it is a complaint driven system. So, we may have campground owners policing it and reporting abuses. :-)

Even if they were to install a camera, a vehicle could move from one lot to another if they really wished to stay.

I think this is simply a matter of saving face. They have done their due diligence. From here on in, everyone is on their own and due diligence is no longer a concern unless some campground owners keep up some pressure.

Interesting ... I wonder whether they will deal with those individuals who think that the exhibition parking lot along Ospika is their private used car sales lot.

Of course, this holds only for required off-street parking spaces. If one provides more parking spaces than required, then those could be used for those activities ...... :-)

Why do councilors allow administration to skirt their questions?

When Milburn talks about what the fines are, why doesn't Skakun, or another, say, "No, telling me the schedule of fines is not an enforcement plan; fines are the final outcome of an enforcement plan. Again I ask, what are your plans for enforcing this bylaw?"

This non-answering of questions or allowing half-answers happens all the time, as if councilors don't really want to ask questions, except for putting on a show for the public.

Please let there be someone who next time who will call bullsheet when it's offered (which is on a regular basis).
Not only that, bohemian. It also sends a message to a capable staff member that the Councillors can be "bafflegabbed" and that they may actually be "afraid" to pursue an answer to their question.

Of course, if the staff member is not all that capable or simply misunderstood the question and thus thinks that the question was answered, and if the Councillor is in a similar situation, then we have the blind leading the blind.

We have to remember that other Councillors should be listening and, if they hear that a question is not answered they should then step in to get clarification. There is nothing to stop then from doing that. Due diligence requires that they should be doing that.

Therefore, a person like me would say that it was above the heads of them all.

I often wonder if we have the blind leading the blind.

Now, Mr. Milburn may have tried to avoid the issue, because he knew that it was not enforceable. Other Councillors may not have raised the question again because they knew that as well. Councillor Skakun may have realized that the question was not answered, but felt the vibes in the room and decided not to pursue it.

So, if that was the case, then his worship came through quite clearly at the end that as with other bylaws, this is will be complaint driven.

So, what does this mean? If someone really feels that they want to make a case of it, someone like a group of campground owners, then they will have to police it, take pictures, etc. Pretty well, they will have to park themselves in a lot for days to ensure that vehicles have not moved and come back late in the day after doing some sightseeing.

My take is that they had to follow through with something on paper to save face, knowing full well that it is not enforceable and that once it is on paper, they will simply let it ride.
We could get YDPC to enforce it. YDPC likes doing that sort of thing. YDPC does not like it when people flaunt the law.

They had to allow it...they allowed campers on city property all last summer....
not one got asked to move....
Don't want to hurt anyones feeling now do we...
and I doubt they had anyone with enough where it counts to enforce it either...so they come up with what amounts to a park and camp where you like bylaw....no one will bother you for at least a day and a half...by then move to the next lot and welcome to PG.
This bylaw will be enforced much like the Dog Crap bylaw. You see people and their dogs crapping all around town, and in School yards,however you never see a bylaw enforcement officer trying to put a stop to it. I guess they are waiting for a complaint from someone, perhaps accompanied with a video, and possibly a citizens,arrest. Signs are
posted for School Yards and these bylaws should be strictly enforced, as we are dealing with a health issue, however I do not see any action. It has got so bad in Terrace that the City has decided to crack down. When can we expect the same here.

Its especially interesting to see dog owners walking with a bag in their hands, looking at the scenery while their dog does its thing, then glance around and take off without picking up. Some owners have been using the same bag for years, or should I say not using.

I say we leave the dog owners out of this one....
I say maybe we put up a wall at the border, shut off the hydro, gas and water...
Not going to happen nor is our wonderful city cousel going to change this bylaw either.
In my opionion they seem to be more concerned about not hurting the feelings of so called tourists and have little concern for local business.
I have never seen bylaws around in the evening or on weekends so, little worry of tickets being issued.
