B.C. Ferries President David Hahn says the report will examine the facts involved in the tragedy without pinpointing an exact cause. Hahn says the facts will be laid out for all to see, and people can draw their own conclusions.
Experts have speculated the ship hit Gil Island last March because of human error.
There were 99 people on board the Queen of the North, all but two have been accounted for. They are presumed to have gone down with the ship.
As the report is readied for release, B.C. Ferries is offering tours of its newly re-fitted ship which will replace the Queen of the North.
