Prince George RCMP are releasing photos  of the  Strathcona home they raided  this week.  The photo at left shows how the doors were  reinforced so  access would be difficult for police .

The next two  photos are of the  drug/cash hole.

On the left, the photo of the hole in the ceiling of the basement level.  Police figure customers  would go to the lower level,  order their  drugs from a  member of the crack shack.  That person would then take the cash, put it in a can, and  pass it through the hole to the  upper level of the house.  The drugs would then be put in the can you see in the right photo,  and passed back through to  the lower level.

Constable Gary Godwin says such a system could serve a few purposes:

  • 1. keeps the customer from seeing who is handling the drugs.
  • 2.prevents the  crack shack operator from being ripped off
  • 3. gives the people with the drugs extra time to dispose of the  drugs or cash or other evidence  when police arrive on the scene

The raid resulted in the  arrest of one adult male.

1. Who owns the house?
2. Who resides in the house?
3. What bylaws do we have to empty this residence?
4. If I don`t know is the answer to all or any of the above, how can we get the questions answered with new bylaws?
There are two bylaws which I would say may have been been contravened:

1. BC Building Code - in that the door is an exit and must be available to be used in case of an emergency. I am assuming that any other exterior door there may be was also blocked in a similar fashion.
2. No home based business permit. This is an interesting one since it would not be possible to provide a business license for such a business since it is illegal.

Basically the City is comparatively powerless. There are more serious consequences to the suspect.

On the assumption that this is a rental unit, look to a few local people who have an “investment”. Some of them may even be quite reputable local business people and professionals. Perhaps even a bank with this being a foreclosure, although not likely in today’s market.

I doubt that there are any cases in Canada which have been successful against the owner of a house for harbouring criminal activities.

This would go to “due diligence”. What would any reasonable person do in order to determine what activities are conducted on their property. No reasonable person would, for instance, hire a firm to monitor the house for suspicious activites.

Best thing to do would be to notify the police, I would think. How do we know this has not happened in this case, or some other such cases?

If it is flagrant, it is one thing. However, the amount one would check up on such matters would have to be measured against the right to privacy of the renters.
I think they violated the building code by making the holes without a permit. They also didn't have a business licence for the crack shack.

Anyway, what does it matter. Do you really think you can just bylaw the problem away ? It's much deeper than that.
I agree, laws and bylaws are only for the honest folks. Irrelevant to the folks who make their living in an illegal, underground economy. Chester
Should do what Surrey does, tear the crack shacks down right away. Will clean up the VLA pretty quick.
They do that in Surrey, eh???? Must be owned by the city then.
SEEMS LIKE OUR POLITITIONS DON'T HAVE THE WILL TO DEAL WITH THIS MESS. HOPE ONE OF THE SCUMBAGS OPENS A SHACK NEXT TO ONE OF OUR CITY LEADERS. MAYBEE THEN SOMETHING WILL BE DONE.
We need a P.G. Mike Holmes. Maybe he can make those dopers more appreciative by renovating. First step towards rehabilitation.
