BC Lottery Corp Releases Names Of Repeat Retail Winners

The B.C Lottery Corporation has taken two steps to fill the gaps in its lottery ticket system in the wake of a report by the provincial Ombudsman that indicated the BCLC wasn’t doing enough to ensure proper validation of tickets.
The Corporation has posted the names of the lucky retailers who were repeat winners.
The good news is, that none of the retailers named is from Prince George.
The President of the BCLA , Vic Poleschuck, has issued a notice saying the Corporation takes the Ombudsman’s report very seriously and is already taking steps to implement the recommendations:
“Frankly, we have not performed well on our validation and prize payout procedures such as customer complaint tracking, retailer validation procedures and the monitoring of retailer play and win rates.
Our number one priority is to ensure player trust and public confidence. BCLC will lead the industry by moving to the highest standard of player protection.
We will implement a comprehensive plan that addresses the Ombudsman’s report and goes further."
The BCLC will now prohibit all lottery retailers and their employees from purchasing, playing or validating their personal lottery tickets at their place of employment – the first jurisdiction in Canada to do so.
He also announced some measures called "Player First" .
- monitor retailer and retailer employee play and win rates.
- make immediate improvements to BCLC’s customer complaint processes.
- improve training programs and certify all lottery retailers and their employees who operate lottery terminals.
- enhance retailer progressive discipline program ...
He has also made it clear that retailers who are not providing "quality service" to the customer will lose the right to sell lottery products.

Keno and Sports Action seem to be the game of choice of outlet owners and employees. I have no idea how Keno and Sports Action are played so I'm wondering how (if they won by stealing someone's card) they got their hands on those cards/whatever. Aren't there machines that you can use to scan the card yourself? And, even if the owner/retailer did the scanning for you, aren't they supposed to return the card to you even if it's a losing card?
On the other hand, isn't it also possible that some of these owners/employees are just really avid gamblers thereby increasing their odds of winning. Why isn't it a policy for winners to present the purchase receipt, in addition to the ticket/card, when claiming their winnings? I guess it's probably because people don't usually store sales receipts.
