Harper's Cabinet Shuffle Details

For the second time since taking office, Prime Minister Stephen Harper has shuffled his Cabinet.

In a news release , the Prime Minister states “This new ministry presents Canadians with a clear choice, a choice between strong leadership that is moving Canada forward or a weak opposition that would set taxpayers and families back.”

Why do they shuffle the cabinet?
Does anybody know?
It seems silly to me. You'd think that they just get to the point where they know what to do then change portfolios and start the learning curve all over again.

I think one of the reasons they shuffle the cabinet is so that exactly what is happening now happens.....news media prints the story, we read it, and the name "Conservatives" is in our mind, and they hope that that happens more times that the other party's names. Name recognition sure elects City Counsellors, and I'm sure it's the same for the provincial and federal politicians/party's.
We nearly always have a shuffle before an election call.
Preferably a few months before, just to give everyone time to get their foot out of their mouths as new ministers are inclined to do.
In this case I think Harper is definitly hearing election bells in the distance.
Falherty is good example of the politics behind these moves.
He alienated one hell of a pile of voters when he screwed around with Income Trusts.
It really doesn't matter if it was right or wrong,they said they would NOT do that and they did.
They lied,plain and simple.
And that is what the voters will remember.
There WAS a better way.
So now Harper needs to get him out of the spotlite before an election because people affected by the move to tax income trusts WILL remember.
Harper is seen as a dictator in a bad suit,and he would like to change the spin on that issue.He himself won't change,but the voters attitudes towards him might somewhat.
But I doubt it.
In any event,the best they can hope for when they go to the polls is another minority government.
The arrogance is still obvious, and they still have not learned to listen.
A fatal error that afflicts most governments sooner or later.
Anyone know what Andyfreeze is talking about? Must be something in Andy's coffee.
A dick tater in a bad suit, now thats funny. I guess a shuffle does tend to bring some attention to the government as
Buzz suggests, and maybe they think it makes it look like they are doing something, as in: "boy, they sure are busy doing something"
But to bring up the subject of arrogance, is that not another word for 'Liberal Party'?
