Severe penatlies is probably the only deterent, but that ain't gonna happen anytime soon!

So, what about the gun shots? I think that is more important. Maybe the pot is just a diversion for an arms smuggling ring ...

Oooh, I like that thought, dgdiggler! What an excellent idea. I have been wanting to find a way to encourage the mounties to turn up the heat on the filthy scum crack shacks. I suppose anonymous reports of gun fire would work well for a while, but I bet the cops would not see the humour in it for long. SOmething about needing warrants, and oily lawyers convincing a judge to set their poor beleagered and misunderstood clients free because all o=f the paperwork was not done perfectly, or because they did not ask for permission in advance to enter the innocent partys' residence.
