Council Has Committee of the Whole Session Set

Prince George, B.C. - For the first time since passing  a bylaw allowing for a "Committee of the Whole" meeting,  Prince George City Council will have such a session tonight.

This special meeting will  see the introduction of matters concerning the 2008 capital and operational budgets and associated financial policy considerations.

The meeting  gets underway  at  7.p.m.

Is this a fancy name for a study session?
Open to the public? What happens at these study sessions? What is the purpose of these extra council meetings?
One purpose could be to obtain another free meal for Council before the meeting.
