Parks Closed

City staff put park closure signs in place.
Prince George, B.C. – The City of Prince George has closed Cottonwood Island Park and portions of the Heritage River trails system from the Cameron Street Bridge to Fort George Park.
The closures will remain in place until there is no longer a threat of flooding.
The Nechako River is building up ice, and the water level has risen however, the Senior Flood Hazard Officer with the Ministry of the Environment, Lyle Larson, says the risk of the Nechako actually spillling over its banks is low to moderate.

Two (2) city employees to install a little sign alongside a river? Uh, er, um, ah, OK. I betcha there was also a city employee sitting in a truck keeping it warm waiting for them when they finish. Cynical, ain’t I?

Is this really the way to close a park or, more appropriately, access to a parking lot serving a park like this?
Anyone can continue to drive right past this sign and portable barrier with ease. It also means carrying the barrier, setting it up and affixing the sign to it.
I wonder why such parking lot and trail accesses do not have bollards on the sides, similar to those seen in the back of the picture, so that a cable could be strung across the access with a sign hung from it. Much easier and quicker to install and more secure.
What is a bollard? I can see some posts in the background. Digging would be very difficult at the present time.
Acording to the news media the city (Mayor Green)has laid off parks staff so its probably Mr Bates thats putting up the notice of closure.
