RCMP Building Construction Now Gold Seal Project

Prince George, B.C. – The  construction of the new RCMP building in downtown Prince George, is now considered a Canadian Construction Association “Gold Seal ” project.  It is the first facility in Northern B.C. to  be given that designation.
 
Established in 1991, the Gold Seal Certification Program is a national certification program for Project Managers, Superintendents and Estimators in the disciplines of General Contracting, Electrical and Mechanical Contracting, Road building and Heavy Construction, and Specialty Trades, as well as Owners Project Managers and Construction Safety Coordinators.

 
The Gold Seal certification is awarded to those individuals who have achieved the right balance in experience and professional development.   A person with Gold Seal Certification has national recognition for their skill set, meaning they are qualified   for   job postings right across the country.
 
For the contractor – employing Gold Seal Certified managers is a statement regarding the professionalism and commitment of the firm to construction management excellence. A Gold Seal Certificate assists employers in recruiting capable construction managers.
To date, there have been more than 7,500 certificates issued under the Gold Seal Program.
 
 
The  Memorandum of  Understanding signed this afternoon outlines that as a Gold Seal Project, the construction of the RCMP building will be used to :
 
• Promote Gold Seal Certification in construction management
• Demonstrate excellence in construction management and
• Showcase professionalism and enhance the image of the construction industry

I can’t believe I just wasted a minute of my life reading this article.

This City has gone Nuts ,self importance is the Name.

I believe this “ceremony” was more about the General Contractor (Maple Reinders) and the BC Construction Associations (PGCA & BCCA-North) trying to showcase the Gold Seal Program. This wasn’t any doing of the City – purely a photo op for dignitaries but a significant designation for Prince George – first Gold Seal Project in Northern BC.

Well, we will see of the Gold Seal team can finish the project on time and on budget.

This designation is awarded by whom? And to which person? Shouldn’t someone get the recognition rather than the project?

I’m thinking we are being bent over the goodies will come later.Better start saving to pay for GOLD SEAL over runs.

An MOU generally requires parties to agree to something.

With respect to the MOU it states:

This Memorandum of Understanding is made between:
1.Buyer of Construction Services:
2.Prime Contractor:
3.Local Construction Association:

The parties agree:
1. To promote the Gold Seal Certification Program;
2. To promote and market the Gold Seal Project;
3. Upon completion of the project, to evaluate the success of the Gold Seal Project.

As far as I can tell, the Gold Seal Program is a program designed by the industry to pull itself up by the bootstraps in order to get a better educated/trained workforce. I can see that after the leaky condo fiasco in the GVRD, that would be an attempt at avoiding a repeat of such a major failure by all those involved in that segment of the construction industry.

I especially like the wording of the last point that the parties agree – “to evaluate the success of the “Gold Seal Project”. However, in my mind there is something missing.

The first two points deal with Program and Project promotion and marketing. I think that if the evaluation is to be done only on those 2 objectives, and not on how the fact that there were people in the certification Program as well as some who may have received certification resulted in an improved quality of construction, then there is really only a measure of input and not on the key output – a superior quality building as well as construction management.

So, I am wondering whether there is an evaluation of the Gold Seal program which is not only based on the total number of those who have certification, but also based on an evaluation of whether construction has improved since the inception of the program and whether the program was the key reason why it has improved, if it has done so.

There is nothing on the Canadian Construction Association web site that gives a hint of an answer to such questions.

They do. The 7,500 certificates are issued to individuals.

This “Project” is one which for which 3 parties jointly agree to promote and evaluate the project as a gold seal Project. There is no certificate involved with that.

I know, the story does not explain it that clearly …. and I do not blame the author .. it is rather nebulous even on the CCA site.

Well tradesmen are at the heart of any project, and most tradesmen trained in BC prior to the BC liberal trades reforms would hold a red seal certificate that is also inter-provincial. The red seals IMO are more important for quality, than the gold seal of a project manager. The gold seal is for on time and on budget… so time will tell.

I agree fully. A top notch Construction Manager cannot bring a project in on time, within budget, to the specified quality if the workers are not competent in the work they have to perform.

By the same token, competent workers should be able to bring a poject in to the quality specified without a Construction Manager. It might cost more, and may take longer, but it will be useable.

38 million dollars was borrowed for this building and it was promoted as a building that would meet Gold LEED (Leadership in Energy and Environmental Design)standards….maybe this is the City’s way of saying we can no longer afford to go with the Gold LEED standards so we will promote the Gold Seal Construction Certification instead. Hopefully that is not the case.

Who is this Woman who is our Mayor?
Who voted for her?
Her performance thus far is very unimpressive, unless you consider self importance and grandstanding impressive.
She is not qualified to lead this city on the path to recovery and realize it’s full potential.
I suspect she was elected by people such as herself who believe it was the fashionable thing to do.
We need a real Mayor, not a poster girl.
