Expense Details Now a Requirement of Councillors

Prince George, B.C. – City councillors in Priince George, are already required to file a report on what they did when they attended an event, but Councillor Garth Frizzell has now taken it one step further.

He has made a motion that when Councillors file a "yellow sheet" outlining their expenses for reimbursement, that the details of those expenses be included with the reports filed to Council for information "We already report what we did, this just adds what we spent to to it."

Coouncillor Cameron Stolz balked at the idea, suggesting perhaps this move could lead to requests for a cost and value analysis of the benefits reaped as a result of the expenses paid. Councillor Frizzell responded with "I just want us to file our yellow sheet, it’s no big deal."

Mayor Green responded saying she has no qualms about providing expense details, that "It’s not a secret. If someone called me and asked for the details I woud give it to them, otherwise, they have to file an FOI which is a ton of work for staff."

Mayor Green is making a veiled reference to an FOI request filed by Opinion 250 for the Mayor’s expense details . Opinion 250 has no choice but to file an FOI as the Mayor will not speak to Opinion250.

The motion was unanimously approved.

Maybe this is a sign that she wants to kiss and make up Ben;) The whole I’m not talking to you is something you would expect from a 13 year old girl….you could also ask her to go to the Justin Bieber concert:D

There was addtional discussion around who pays when one travels with more than “one hat” on, such as Councillors who also sit on the RDFFG Board.

I found it interesting that no one supported that. Yet, in the business world, when one travels to a meeting for a client and has one or more addtional clients in the same communmity, the standard is not to expense one client only, nor is the standard to double or triple dip, the standard is to split the expense, sometimes even to the extent of being aportioned to the amount of time spent.

You know, we have computers and spreadsheet programs to do this for us. It is not rocket science. It is standard practice.

Of late, the lack of such tools, or the lack of using such tools has come to light due to the proposed purchases by the City’s IT services. I honestly thought that inventoring and scheduling tools were avaialable at the City do do such simple tasks as controlling the inventory or garbage containers.

So if the tools to do a job are available, but there is no direction to have that job done, it would seem the downfall is in the management of the operations at city hall. Is that aspect falling within the purview of this financially-bloated core review?

Maybe I’m misunderstanding, but it seems that councillors currently aren’t required to submit their receipts when filing for expense reimbursement. A report just says ‘I stayed at a hotel and ate dinner. It cost… umm… $300.’

A so-called ‘yellow sheet’ should include the actual receipt with the expense claim. This is standard practice in the private sector.

So the councillor with far and away the highest expenses balks at a plan to be more open about your expenses?

One sheet of paper. With a title that says “Expenses”. Immediately underneath a sub-title that says “Miscellaneous”. Submit total dollars spent. Voila! Job done.

In case someone is interested in how Toronto does it, go to the above link and follow through from any quarter to councillor details right down to items such as scanned copies of cell phone invoices.

Let us call that transparency.

I wonder what the KPMG service review thought of that. The price of transparency at City Hall.

Even if this wasn’t a shot at Mr.Stolz from Mr. Frizzell, it was beautiful.

The infighting on Council was something to behold at last night’s Council meeting.

I have to give it to the Mayor, she runs a very good meeting as far as controlling the activities.

Last night, though, she threw a few pot shots which really should not happen from the mayor’s chair.

I am starting to get concerned about Everitt. He is physically absent from far too many Council meetings, it seems to me.

I think in emergency situations it is okay to call in to a meeting of Council, but he seems to almost make a routine of it.

Gus – surely you are not questioning the work ethic of a long time union president? – sorry, couldn’t resist…

I don’t recollect the insertion of sick time allowance paragraph on my nomination form. Maybe it is just an understanding at city hall.

I think work ethic is not the question. Being present in body and spirit is the expectation …

If they are going to do this as extensively as they do, I suggest something like putting up a reasonably sized monitor at the Councillor’s desk so that everyone can observe the whites of everyone’s eyes. The technology used at the moment is very primitive.

I am assuming that at his end he is at least hooked into the City’s webcast.
