Elements of a Bomb, but Not Operational

Prince George, B.C.- The Explosive Device Unit has examined a suspicious item found at a residence in the 2100 block of Quince Street, and has determined it would not have blown up.
The device, which looked like a pipe bomb, is said to have " all the right ingredients" but it was not functional and would not have exploded.
The device was found this morning by cleaning staff who had arrived at the duplex to clean up the unit following the eviction of the former tenant. RCMP say the former tenant had known gang affiliations.
The portion of Quince Street that was closed to deal with this incident, is expected to reopen shortly.

Let’s make it public that the maker actually screwed up and the “bomb” was not functional. Apparently you are close buddy, just need to tweak it a bit.
Definitely not some one from Afghanistan or Iraq.
