New Drivers Reminded of Restrictions

Saturday, December 8, 2012 @ 5:11 AM
Victoria – As the holiday season begins, government is reminding B.C.’s newest drivers of safety-related licence restrictions.

Under B.C.’s Graduated Licensing Program (GLP), learner and novice drivers face extra conditions designed to give them time to learn key road safety skills and attitudes that save lives and reduce injuries for all road users. New drivers are more prone to crashes, and one in four of their crashes result in an injury or death.

New drivers should keep the following in mind as they plan parties and related travel:

· No drinking before driving!GLP drivers – whether they’re in the learner or novice stage – cannot have any alcohol in their body when they drive. Any alcohol in their system means an immediate, 12-hour driving suspension.
· Keep your entourage small!Learners must have a supervisor on board who is at least 25 years old, and can only carry one other person. Novice drivers can carry only one passenger, unless accompanied by a supervisor or by passengers who are immediate family members.
· Listen for the clock to strike midnight! Learners are not permitted to drive between midnight and 5 a.m.
· Don’t go planning your party at the wheel! GLP drivers cannot use hand-held or hands-free cell phones or any other electronic devices while driving. New drivers – particularly those under 25 – use electronic devices more. This, combined with their inexperience, makes them more vulnerable to driver distraction.

Don’t forget to display an “L” or an “N” sign, as required by law, clearly visible on the back of your vehicle or inside the back window.

More details of immediate roadside penalties are at: http://www.pssg.gov.bc.ca/osmv/prohibitions/impaired-driving.htm

How about we have mommy go along with them until they are thirty . Why not pass your license test , be responsible and accountable for your actions and move on .

When was the last time anybody has been held accountable for their actions?

How bout, make it mandatory that an accredited driving school(not mommy and daddy and their bad driving habits) train new drivers and a mandatory defensive driving course in the first six months of obtaining the “N”. AND, they go earn their own money to take the training. Responsibility and accountability goes a long way.

N???………thought it was a Z. Is that an infraction right off the getgo? Kinda like putting your plates on upside down.

graduated licence program is stupid! i can see the learners bit but the Novice part is too far. I have been stuck with this N for ages. Its just a cash grab! having a sticker on a car does not make one a safer driver nor does it encourage other drivers to have patience for a learner on the roads. and in no way does it incourage people to take responsibility for their actions on the road! something has to be done about the blatent disreguard most people show for the laws of the roads. when evryone elce understands driving is a privilege not a right maybe young divers will understand too. as it is you can get away with almost anything on our roads speeding, tailgating, cutting people off, talkin on cell phones, not knowing what road signs mean….i could go on but the point is cops are not even trying to keep our streets safe! ok rant over

my oldist son displayed his N and it was a beacon to all police to pull him over. He was Pulled over and given a ticket for improper diplaying of his N. He had it inside the rear window with a suction cup provided with the N. My son tried explain that It was displayed properly. He was told to shut his mouth and the police officer said “IF” it was fosty out, his N would be blocked by the frost. The tiket was issued AUG.4th. My son could not display the N on the out side of the car because Kids steal them to collect. He could easily go through 5-10 a week at his school. My next 2 I told them NOT to display the N and both were never pulled over. By the way, my oldest with the N was pulled over at least 20 times (I am not kidding) has been pulled over once since he got his regular drivers licence 7 years ago. No wonder this generation hates the poice.

The graduated licence program is a farce.

Every politician, government worker, police officer, and regular citizen over the age of 35 got thier drivers licenses without this **stupid** program.

We have lots of laws on the books to cite those who disregard driving laws. Having this type of system is at the very minimum discriminatory.

Most Government statistics are *bogus* at best so why would we believe the ones pertaining to young drivers. And even if they are correct, it is not fair to penalize the majority of young upstanding citizens, for the bad behaviour of the few.

This is the broad brush approach used by Governments, but it is in fact discriminitory.

Its this type of legislation that is passed without much discussion or input from those affected that really p****s me off.

They are in the process of making driving more and more difficult for seniors, so keep your eye open, as you may be investing in a bicycle or purchasing a horse. If we go to horses, I have a good suggestion as to where we can dump the manure.

Palopu: I agree with some of what you are saying in regards to the graduated license system.

However the point of the L and N being displayed is important, the point was to advise following motorists that the driver in front of them is a “Learner” (under direct supervision of a fully licensed driver) or a “Novice” ( not supervised by a fully licensed driver).

The reasoning was to warn us full licensed folks that the motorist ahead of us could pose a hazard and we should give them a wide berth. But as I have observed over the years since this program has been in operation, there are good “Novices” who use care and drive carefully and there are the “idiots” who think we don’t see them.

The point was suppose to be this if we see these “idiots” driving like “idiots” we are suppose to phone the police and report the “fine art of stupidity” we have observed from the vehicle bearing the “N”.

I have on several occasions called in the odd “idiot” bearing the magic “N” who has truly driven like and “idiot” , dangerous maneuvers, excessive speed, dangerous passing, over crowded vehicle etc. However I have yet to see the police actually doing anything about the reports, seen the “N” driving around (still like an idiot) but apparently the phone calls fall on deaf ears.

Applying the graduated license system to “new drivers” is a good concept however as stated by other posters and myself, without real enforcement, there is little to it. The police using the “N” as a reason to pull a new driver over (as posted earlier) is a reason for the parent to go into the detachment and file a complaint about harassment of the novice driver.

Having been a first responder I can attest to the accident stats in regards to young drivers (generally young male drivers). Too many times I have had to clean up the results of there testosterone and speed induced stupidity. The graduated license system was intended to control and reduce the statistical numbers by instilling a little respect for the privilege of driving.

However when the Novice driver has no concept of safety or respect for others, then the rules go out the window. Respect for the road needs to be taught at home and at school at an early stage well before they become old enough to get a license. Go to any school and just watch the hallway during class changes, it’s shear chaos, and that “attitude” is carried from the hall way to the road way.

BC has become “too multicultural”, just look at the driver’s manuals written in every freaking language ( last time I checked there were only two official languages in Canada) Some how a person who has no concept of the English language can get a license in BC. It goes from the sublime to the extreme here.

Palopu …. “If we go to horses, I have a good suggestion as to where we can dump the manure.”

I think the RCMP is preparing for that day. The new station has some skookum hitchin’ posts …….

Professional,well said.
There should also be a graduated de-licencing program for seniors and maybe a refresher course for them. Kelowna and Sechelt would be good places for a pilot project.

Rattboy – I had my N for 5 years – never got pulled over once. Ever think your son was doing something to get pulled over? I think it is more likely he became a better driver and didn’t need to be pulled over and corrected anymore.

Parents believing their little ones are perfect and it is all the cops fault are the reason why the next generation hate cops. Why take responsibility for your actions when you can just blame a cop. Typically the learn to do that by watching their parents.

well Streetwise saved me lots of typing – I dont think rattyboy jr is (was) such an angel on the roads…
If every “N” was pulled over 20 times we would need an entire army of traffic enforcement personel. hmmmm….

Most of the time when you observe someone driving like an idiot, there’s an “N” on the vehicle.

If half the N drivers flying by me weaving in and out of traffic on the Hart or any local road with a 2 lane got pulled over they could keep the whole detachment busy all day.

Most of the people in this town that drive like idiots do not have an N on the vehicle.

They are the 20 to 45 group, who seem to think that they are above the law. Usually you will find them in a pick up truck, loaded with dirt bikes, or skidoos, hat on sideways, dog bouncing around in the back, and hell bent for the bush to terrorize, deer, moose, cariboo, elk, bear, rabbits, grouse, and chickadee’s.

If we looked at vehicle accidents statistically by age and by the number of drivers we would probably find that there is not a big difference between young drivers, and middleage drivers.

What we would find is that there are fewer accidents, and fatalities by seniors, on a per capita basis.

If you got your license at the age of 16 without any hinderances, then your 16 year old kid is entitled to the same treatment.

Lets quit pretending that you can go to work, pay taxes, date girls, etc; etc;, but you cant drive a car at age 16. Two years later we would send these 18 year olds off the war to fly planes, sail ships, and kill of be killed.

Get out of the baby sitting mode, and treat people fairly they will respond in kind. For those who dont, we have sufficient laws to punish them. I would suspect that a hell of a lot of people who post here have had many run ins with they law when they were younger.

Well streetwise2 and inerceptor I think that when he had the N he was pulled over repeatedly and just the 1 infraction. why the other 19 times, he obvoiusly was driving fine as the officers check his licence and let him go. So any rational person would conclued he was driving just fine. 7 years after getting rid of the N he has only been pulled over once. Again we can conclude he is continuing to drive in a safe manner. You both spout off a conclusion based on pure conjecture. You need to read the post before you give your opinion. I think I know my son better than you. Have either of you met him? And interceptor, I will use your logic and conclude that having a perpetual N 5 years suggest you have been pulled over and you keep geting sent back to restart the program. Using my logic I give you the benefit of the doubt and think that may be you just have not gotten around to getting your licence or you have no freinds so you do not ever have more that one person in he car with you or you drive once a year because you care about the enviroment so you bike or take the bus every where you go or maybe your writing from prison doing 10 years for doing something bad. To end this post my son is a grown man now and has told me everything he did in his youth. The conversation usualy starts by heh dad, do you remember the time I told you… driving bad was not one of them.

Actually ratboy, you are the one spouting off conclusions based on pure conjecture. I have a lot of friends – but they have their own cars. I am over the age of 25 – therefore I can be my own supervisor. I drive a fair amount and I happen town a very nice little racy sports car – but I drive in accordance with the law. I never drink and drive, so the alcohol restriction was never a problem. I didn’t see the point in paying $75 to get a new license when I could save myself some cash by waiting until my license needed to be renewed before upgrading my license.

And again, I have NEVER been pulled over for a warning or an infraction.

the police can’t just pull you over forgo reason – I think your boy is not telling you the whole story – but hey – being a gullible parent isn’t against the law.

Reverend…

streetwise well put. NO one gets pulled over 20 times for doing nothing wrong. Rattyboy pass the buck its obviously someone elses fault

streetwise read the post. I was not drawing conclusions I was showing you there may be many reason that may be relevant for any situation. to comment on what you believe over one or two snipits of information is irresponcible. but your just a young person with a “very nice litle racy sports car”. Is it so hard for you to believe that parents can actualy raise good truthfull kids. Again you have NEVER met him or know who he is. admit your wrong and move on. the program is not 5 years long by the way. last said on the subject as this is a waiste of time trying to educate you.

“the police can’t just pull you over forgo reason’

Not true. Police can pull you over for no reason at all just because they can. It’s a fairly new law? say 5 years or better.

I know several rcmp officers and they can and do pull you over. They can claim you crossed the centre line or your wheel crossed in to the bike lane. How about you were going to fast. They did not see your seat bet on your shoulder. You did not come to a full stop at that last stop sign. etc. All these reasons and more give them the excuse to pull you over. They can come up with any excuse to pull you over if they want to. Dont argue with them, “yes oficer, no officer, thank you officer” Is all you need to say. Take you licence back and go on you way. Ever gone through a road block!! enough said.

The last time I was pulled over the officer came up to the window and asked me if I knew why he pulled me over. I replied “no”. He said the snow on my bumper was covering the bottom of my license plate. He ran my info through and then I was on my merry way.

The time before that I got a ticket from constable revenue for proceeding through a GREEN light. Cost me a day at work and a trip to court to keep that one off of my abstract.

Some good, some bad…………

The last time I was pulled over the officer came up to the window, asked me if I knew why he pulled me over?
I replied…you were a C average and flunked out of community college twice???

“because you thought I had coffee and doughnuts in my car” I still like the police. Its just a light harted joke.

There was a report put out on the use of the gun registry, regarding the statement made by the police and opposition politicians that the registry was used some 790,000 times in 2011.

After the registry was scrapped, and the files (except for Quebec) were destroyed, it was acknowledged that something like 90% of the inquiries to the registry were for the following reason.

Police officer behind you enters your licence plate into his computer, thus giving him all your pertinent information. He then enters this information into the gun registry to see if you have any registered guns. So this was the majority of entrys into the registry.

So, maybe when he couldnt read your license plate because of the snow, he pulled you over, because you were impeding his ability to access your personal information.

I`v always believed that your license plate had to remain clear at all times. After every snow fall know matter how late I`m running I always clear the plate.

I`v had friends that had been pulled over for obscured plate, they were not ticketed but were asked to please be sure your plate is visible so there would be no reason for them to be suspicious of them and they were on their way.

I’m not complaining about the obscured plate. My bad, he was in a good mood. The point was that they don’t need much of a reason to pull you over.

“I will use your logic and conclude that having a perpetual N 5 years suggest you have been pulled over and you keep geting sent back to restart the program. Using my logic I give you the benefit of the doubt and think that may be you just have not gotten around to getting your licence or you have no freinds so you do not ever have more that one person in he car with you or you drive once a year because you care about the enviroment so you bike or take the bus every where you go or maybe your writing from prison doing 10 years for doing something bad”

OMG they walk among us – please find medication sir.

So the kids can have a full class 5 within 3 years with out incident, and 6 months of that hacked off if they take a ICBC approved driving course.

Back in my day when you only had to wait a month(or was it 2 weeks) we did have it fairly easy .But I also when turned 19 upgraded to class 4.

Dont forget to take a quick glance over your shoulder when changing lanes and study those traffic signs.
