Recovery Centre Enters the Rezoning Process Again

Prince George, B.C.- The matter of the rezoning of the former Haldi Road Elementary School for a therapeutic community is back before Prince George City Council this evening. The project would require an amendment to the OCP and a rezoning of the property to allow the 30 bed facility that would be a recovery centre for women.
Council will be asked to give first two readings to an OCP amendment and to the rezoning request. That will set the stage for a public hearing.
Also on the agenda for this evening’s regular meeting of Council is the service agreement for Initiatives Prince George. While the Finance and Audit Committee is recommending it be approved, there are some changes to the agreement that would bring IPG a little closer to being under the direct control of City Council. When IPG was first established it was developed in a manner that would keep it as far away as possible from any potential political influence. The Core Review draft report had noted the Mayor was to be on the Board, the final version removed that reference but did note that other communities do have Council representatives as voting members on the Board of their respective development corporations.

I invite all of you to come down to city hall tomorrow night Monday Dec. 17th at 7 pm for some Xmas cheer for the last meeting of 2012. IPG will request for council and mayor to consider a nomination report and approve the recomendations to see two more positions filled for 2013 to replace Glen Wonder (past chair). This last council meeting will also include to make changes to amending our Newly written Official Community Plan. L&M Engineering are requesting the changes to allow Theraputic Communities in All nieghbourhoods of Prince George. So in fact, this is not just a Haldi Road Issue but in fact something ALL CITIZENS OF PRINCE GEORGE need to be aware of. What is happening tomorrow night will surely see BIG changes in All of your nieghbourhoods. Please don’t sit back and watch these issues slide through the back door of City Hall !! I sure hope to see and personaly invite the owners Brian Fehr and Craig Wood to attend the meeting at city hall in hopes to get a full picture of what is to become of the Leslie Rd property. Of course we will see the applicants L&M Engineering ( acting on behalf of the owners ) as well I’m sure to see the directors of NSRW (acting on behalf of the owners) who hope to lease the property on Leslie Rd. After almost two years, L&M Engineering again have put in another proposal to the city on a property to see a site specific change to the zoning, into a property that has only ever had our residential school children and most recently 5-6 students renting and residing in a residential home. This residential property surrounded exclusively by single family rural residential families alongside with a few home businesses is now hoping to house a large business center that will see to have many entities involved to our quiet sleepy nieghbourhood. Because this is a long standing under developed area does this mean the city now needs to see this area grow in density as we live on the edge of city limits? Are we buldging at the seams in population that this Rehab center needs to go here specifically? In making changes to amend our citys OCP, have we the residents really had the opportunity to be involved in some of the decisions being made by our city officials and have we been fully informed to understand the future plan that this city has for our nieghbourhoond? The Haldi residents still are waiting to be contacted or invited to discuss the many questions and concerns that they have. We have been told by the city and through media that our concerns are being met. Yet we are still filled with uncertainty. I am asking to all those involved maybe can you better communicate and to explain all the specific details of this seemingly new idea for all citizens in this city before this goes to final reading or again a public hearing. It is my understanding that many could and will be involved with this property – the owners, the applicants ,the leasing NSRW ,the addicts, the provincial government, the federal government, the city, medical staff, the employed staff, and the residents in of the nieghbourhood. I am having a hard time connecting all the dots. I am asking for assurance and a guarantee by the owners that they will never see $$ PROFIT $$ in housing the women in recovery or in the sale of this property to the government should the NSRW come into financial difficulty. We don’t want to see a repeated scenereo of what happened in the men’s Baldy Hughes (and this did not even involve any surrounding residential home owners ) only to see a # company gain $. Again I dare to ask Will the location of this property specifically make a difference to the needs of the women being housed here compared to that of another site specific location?
Isnt IPG part of the Core Review?? Seems to me some people suggested to KPMG, that IPG be discontinued.
I suppose looking at a new service agreement, means that they will NOT look at getting rid of IPG.
Maybe they could use the same process, to NOT look at selling Pine Valley.
Tonights council meeting Monday Dec.17th starts at 6 pm.
