New CareCard on the Way
Monday, January 7, 2013 @ 10:58 AM
Prince George, B.C.- The Province will start introducing its new CareCard February 15th.
Over the next five years, the new card will be phased in , with eligible residents either having the CareCard info as part of a new driver’s licence, or by getting the new card by renewing their enrolment in the Medical Services Plan.
The new card takes advantage of new security features and will include a photo. It has anti-forgery features, identity proofing and an expiry date.
There is no extra cost for the new card if a person is opting to have it as a separate card. If combined with the driver’s licence renewal, the card holder need only pay the regular driver’s licence renewal fee.
To get a new BC Services Card, eligible British Columbians can simply enrol when renewing their driver’s licence. People who do not drive can still enrol at the nearest location where driver’s licences are issued.
Once a person enrols, they will be issued a new BC Services Card, or a combined card, and will need to re-enrol every five years. Children and certain groups of adults, such as the elderly or those in residential care or extended hospital care – for whom renewed enrolment would be impractical or present a hardship – will be exempted from re-enrolling or managed through special arrangements.

Mo money, where does it all go?
One card instead of two in my wallet. Not a bad thing, IMO.
It comes from us …. where it goes ???? Who knows? ….. I do know we play no part in that decision. If we asked, I am sure we will be told it is for our benefit and it will save money ….. ;-)
On another matter, but still concerning saving money in the wrong places …..
Washington Department of Transportation wanted to discuss a joint effort to coastal ferries with BC since both governments need to replace ships every now and then. They discovered that BC is still a competitive environment when it comes to putting government projects out to bid. Thus we have the building of the new seabuses by the Dutch instead of BC shipyards.
In the US of A, the hull and superstructure have to be built in the USA. The power train and other fittings can be bid competitively outside of the country.
What a stupid thing to do, keeping and growing a domestic ship building industry and possibly even becoming competitive in some parts of the global market. I wonder how we will continue to pay for all that WalMart merchandize. Oil, gas, coal, and potash I suppose. And after that?
The best thing is one card instead of two. That way we contact one department should we lose our wallet. I wonder how many other things we can put on our card? SIN? Birth Certificate? Library Card? â¦. Might as well make it easier for identity thieves â¦.. ;-)
I lost my care card and really didn’t want to pay for its replacement. I hope this takes care of that :)
Is my government going to make sure all the potential gunshot gangsters from the ‘hood get these cards? Sure hope so.
Will this still qualify as two pieces of ID?
or
Do we have produce yet another piece?
Hey Harb, maybe it’ll make it easier to track the dummies, could categorize them as new kids on the docket.
What is with the image of someone’s face on the card. There is no number on that, so I do not know what it is ….
;-)
A follow up question to Loki’s .. “Will the Health Care card thus become a picture ID?”
“I lost my care card and really didn’t want to pay for its replacement.”
It is not your care card. It says on the back that it is the property of the Province of BC. Any reasonable person would insure their property against loss. Sue the government for not providing insurance.
Or, another way to look at it … you pay for medical insurance or is waived if you do not have enough income to pay for it. It is up to the insurance provider to confirm that you have insurance.
;-)
Did anyone notice what is wrong with the sample card? The guy in the picture is wearing glasses. My wife and I just renewed our drivers licenses, she has the eye glass restriction and I don’t but they won’t take your picture with glasses on.
I noticed that but was not sure whether the standards had changed.
I also think that the weight to height relationship would show a picture of a person with a more slender looking face and not as thick a neck … :-)
These new cards…are they contracted out to a US company?
What happens when your Driver’s Lisence has been pulled? (physically)
What was wrong with the old cards??? Seemed to work fine for years.
This is probably more of a tracking system for the Government or a make work (job security) function.
With all the shortages of workers in this Province, we need to reduce the civil service by 50 percent, and train them to work in industry. This is a win, win, because we would have huge savings in Govenment costs, and industry would be able to get more people working.
If you drink and drive, chances are your going to die soon so you wont need one,but if in fact you do and are an habitual speeder, have an L or N a woman driver, you should get a separate card.
Want to reduce the civil service….do away with the HST/PST and just adjust income taxes to balance things out. Get rid of the BC Assessment Authority while your at it….reduce the MLA seats by 50% while your at it the vast majority of them don’t do anything but take up space anyway.
“What was wrong with the old cards??? Seemed to work fine for years.”
It’s called efficiency. If you can’t see how a care card/drivers license might be more efficient than producing and administrating and issuing two separate cards (how many people have lost their care cards?), then I don’t know what else to tell you.
JohnnyBelt. If it was efficiency then why did it take them 20 years to get the job done.
Efficiency my A..
JohnnyBelt. Efficiency??? If it takes them 20 years to come to this conclusion then where is the efficiency????
Geez. You do not understand efficiency. It is like snow clearing in this city, the less you do, the more efficient it is.
So, the less you think about other ways to do something, the more efficient it is.
I think the fact that they have not made any changes for 20 years is damm efficient. They, along with this City’s snow clearing program, need to get a medal for efficiency.
Of course, effectiveness is a completely different subject. ;-)
I was gone from this City for about 2 weeks. I had cleared my driveway and the City had just cleared the snow on our street for the first time this winter.
I had about 10 to 12 cm of snow in my driveway when I returned. Driving into this City it looked like a major snowstorm has hit just the day before I arrived with all the unplowed streets and piles of snow still waiting to be removed.
Then it hit me. I was driving into PG … ;-)
And then we get another 4 to 5 cm overnight …. you would almost think that that it is already January and it should be stopping by now.
Of course you all realize that this will beget another department – the BC Joint Licensing and Certification Services (BC JLCSA). They will be responsible for ensuring that the information provided by ICBC/MV and MSP is accurate enough to stand the 5 year test of at least a 65% probability that a new dual card will not be required to be issued within that time frame based on changing circumstances with the card holder or the ministry responsible for advising that the BC JLCSA can issue a new card.
The Minister responsible will be the Minsiter responsible for creating new jobs.
;-)
You know, I think with our experience in this City and Province, we ought to have been creating some great talent for writing a BC version of “Yes Minister”. :-)
Just to clarify, I didn’t come up with the idea of combining a Care Card with a Driver’s licence, I just don’t think it’s as bad an idea as some of you think.
Of course I know that people hate change and want things to stay the same forever, but, c’mon.
Down the road it will be another money grab to renew both cards or the one it will double the costs now.
Of course it’s all about money, but it make’s no sense. Like Steward said, I’d like to know what they are going to do if they pull your license. Even the RCMP do it every other weekend to some for 24 and 36 hr. suspensions. When a judge tells you to surrender your license your going to have to surrender your care card too. Seriously, I’d like to know.
Ok, I went back and read it again, my bad.
i think having a photo on a Care Card is a great idea. It should slow down the medical fraud resulting from Americans coming up and using relatives cards to access service. Also visiting relatives from off the continent taking advantage of free health care.
There is also an enhanced drivers license available that has passport info on it. Good for crossing the border in a vehicle , not sure about flying.
Bureaucracy always trying to create new process and regulations for job security. These new cards cost us $150 Million so far and counting….
So if you owe fines they will deny you medical coverage without your card?
That is a fairly large sum. Where did you find that info?
