Pet Killer Released

Prince George, B.C.- A public advisory has been issued about the release of a 23 year old woman who authorities believe is a high risk to re-offend.

Former Prince George resident, 23 year old Kayla Bourque, was sentenced for her vicious attacks on people and pets . 

She is described in the Ministry of Justice advisory as having “offended violently against both people and animals and is considered high risk to re-offend.” The notice goes on to say, "She has been convicted of causing unnecessary pain, suffering or injury to animals, wilfully and without lawful excuse killing animals and possessing a weapon for a dangerous purpose."
 
Arrested last March, she was in custody for 6 months before she plead guilty to killing or injuring an animal, causing unnecessary suffering and pain to an animal and possessing a knife. She was sentenced to serve a further two months before being released on 3 years probation.
 
She plans to live in Vancouver and will be monitored by the Vancouver Police high risk offender unit. 
 
There are a string of conditions attached to her release, including:
  • banned from owning a pet for life,
  • Obey a curfew (6 p..m. to 6 a.m.)
  • Avoid anyone under the age of 18,
  • Stay clear of places where children gather
  • Immediately advise Probation Officer of any close, intimate, familiar, or familial relationships and refrain from continuing such a relationship until that person has been advised of criminal record and background in the presence of a Probation Officer.
  • Not to possess any weapons as defined in the Criminal Code of Canada
  • Not to possess any knives or other bladed instruments except for the immediate preparation and consumption of food, for the actual course of lawful employment and only at the sites of such employment.
  • Not to possess any computer or device or telecommunicationdevice capable of accessing the internet. 
  • Not to access any social networking sites.
 
Bourque is described as five feet four inches tall, 130 pounds, slender with brown eyes and black hair.

There’s 46 items on her list of probationary conditions…. who drew the unlucky straw of making sure she complies to all 46 for three years, 24 hours a day??

Runner46, I think some people are just born with psychopathic tendencies and those tendencies can be triggered by events in their lives. If she was denied any human contact as an orphan in Romania, that may well have furthered these tendencies in her.

Looks like the Haldi people can be blamed for this one too. Hate to say it but looks like a prime candidate….

Ticking time bomb. We really need to start taking animal abuse more seriously. Next time her victim might be human. And trust me – there will be a next time. This girl ain’t cured.

The bigger question is, what the heck is she doing on the street? How is the general public safe? How can animals and small children protect themselves or be protected from this person? lhl is absolutely correct.

Did we not used to have safe housing/medical/counsel especially for people with such problems (i.e. mental illness). It is cruel to leave her to her own devices in a world that not only detests her but is afraid of her, either.

yes we did have institutions such as Riverview and special wards in hospitals, which Gordon Campbell closed down. He later admitted that the de-institutionalization experiment was a failure.

Whether she’s institutionalized or out on the street, this young woman will be a ward of the state for the foreseeable future.

Will anybody hire her? Will anybody rent her a basement suite or similar?

scarily, all it takes is some hair colour and new style to change ones look and then a legal name change, she will be like Karla Holmolka living amongst us somewhere.

I would NEVER trust her. She is a psychopath according to psychiatric evaluation. She has no empathy, no conscience. It’s not that you could teach her empathy and compassion. She has no capacity to even understand it. It’s not part of her biology.

She is a danger to all, and should never be left to her own devices.

Our govt allows these type of people to walk among us.

This little jewel played soccer on my daughters team in the PGYSA back in 2003. You should see the team photo. Very creepy indeed.

She should be heavily medicated so that she cannot form a devious thought. Sometimes one has to be sacrificed for the good of all.
