Perhaps I’m just slow today but I am having a hard time drawing the parallel to a tank and side of beef. Is there a news story I missed?

perhaps the cartoonist is suggesting that the deeper cuts will “butcher” the military into non-recognizable pieces similar to when a butcher cuts a beef carcass into primal cuts .. similar to the “barber butchered my hair cut” for a really bad hair day ;-)
of course, Gus may choose to correct me, he often does :)
