Douglas Channel LNG Project Back on Track

Kitimat, B.C. – The Douglas Channel LNG project, that would see an LNG facility on a barge, has new owners and  is back on track.  A consortium comprised of AltaGas, Idemitsu Kosan co., EXMAR, and EDF Trading has full ownership and control of the project.

In a release issued late yesterday, the Consortium says it has all useful assets of the former project , and all creditor claims have been settled.  The change  in ownership the result of a court ordered re-organization following  funding concerns.

The Consortium also says it has developed long term lease agreements with Haisla Nation for land and water tenure, and with Pacific Northern Gas Ltd for long term pipeline capacity to supply natural gas for the projects.

EXMAR would develop the liquefaction facility on a barge. EXMAR is already developing a floating liquefaction facility expected to be operational this year in the Caribbean Sea, off the coast of Colombia.
AltaGas will act as the project manager of the Douglas Channel LNG project.

Minister of Natural Gas Development Rich Coleman says the Province welcomes the news of the  new ownership “AltaGas, who helped lead the partners to this positive outcome, has been a strong proponent for LNG in British Columbia. They are firmly committed to the project. With this greater certainty, the consortium is well placed to achieve the long-term vision for their Kitimat-based LNG facility.”

Coleman says the Province is looking forward to working with all involved to help reach a final investment decision.

A final investment decision is expected later this year, with a target date of starting LNG exports in 2018.

I can support an LNG project… but on a barge? Who thought this one up. That is an area that gets some of the most dangerous crazy seas anywhere in the world and they want to float a petroleum LNG plant on the water… I guess then no need to worry about imported foreign workers, because the whole thing will be built in a third world country and chipped over to the shoreline.

Cheep foreign labor and no need to buy land and pay property taxes… seems this is a project cutting out the Canadian component at every possible stage.

This is going to be located in the Douglas Channel not the Hecate Straight.

Liquefaction facility on a barge? doesn’t sound long term or profitable for B.C. Like Eagleone stated Built using off shore workers. The province better quit selling us out. This is obviously a commodity that is in great demand, quit giving away our resources. I remember a time B.C use to own B.C.Gas, Who’s idea was that to sell it off?

Barge will be built in Nantong, China (no BC jobs), towed to BC and parked offshore, so not taxable. If the BCGov doesn’t give them everything they want (basically free gas) they’ll move the barge somewhere else. No loss in improvements, relatively little cost.

Good to see so many LNG logistics experts on the comment section this morning.

Will be moored in sheltered waters and the concept is not new, used in Australia for example.

Yes, the Shell barge is a perfect example. Moored 250km off the shore, requiring no local labour to construct or operate. Yup, that’s exactly what we want in BC.

WHOA……. I can see the mess the LIBERALS created called DEBT…DEBT…DEBT getting cleaned up real soon. LET me see, we are giving away the resource at a fraction of its value, ridiculously low taxation, build a barge offshore,[loss of jobs],have the plant floating presumably to escape taxation then when the project is completed tow it back to where it came from. THIS GOVT. is so desperate right now its on life support. THE only thing missing here is why float the plant over empty? MIGHT as well fill it up with TEMPORARY FOREIGN WORKERS!

So people are complaining because they don’t want tankers navigating close to the shore, and they’re complaining when they propose an offshore barge. Ever get the feeling that people just like to complain?

I’m assuming the royalties will be high enough that we can all sit on welfare. As long as i can afford a little bit of fuel and food I’m good.

Interesting how NONE of you have actually seen the proposal, yet I can count at least 10 experts that seem to have inside knowledge of the plan.
Here’s the other kicker…last I heard the plan has not been submitted to government for approval yet, so i would hold off on the giving away the farm comments for just a little while longer.

@oldcoot . You’d be wrong . Canada has the lowest royalties in the world . Norways royalties are five times as high as are ours . What’s even worse is cc giving tax breaks and who knows what else behind closed doors . the floating gas plant is a good idea . We don’t get much in the way of royalties . Foreign gas companies own the gas ( shell etc) . Less than 10% of canadians own any stock directly . Those that had oil/gas/coal exposure either got out or got demolished . So when they have drunk Canada Dry at least they can float the barge away so we won’t have to clean up another foreign owned mess on our shores . like the dewline mess in our North .

Nytehawwk. I would expect that Rich Coleman would have made a point of mentioning how many jobs it would create for Canadians. So for now ,working in the construction industry , i will assume I won’t be working there if it does go ahead. It’s easier that way. I have worked 5 days since December 17( saved up for 3 months) Where are all the jobs that Christy Clark is asking trades people to come back to BC for?

@Nytehawk We already know the tax regime, was announced in the fall sitting. Yes, we are giving away the farm.

@oldcoot, follow Shirley Bond on twitter, she’s always promoting the gov. jobs database. There must be lots of good construction jobs on there for all the promoting she does.

Fate, the shell barge will be moored over an off shore gas field so not comparable to this proposal.

What I find interesting having read elsewhere carbon credits will have to be paid. Now who promotes the Mann is warming the planet scam bs and has invested in carbon credits making a billion bucks, Al Gore. Can we say conflict of interest.

Geez seamut .the barge will not be over an off shore gas field . It will be on the west side of the Douglas channel just south of moon bay . They will use excess gas from the new twenty four inch pipe being built ( summit lake loop ) . Sadly we are losing one of our properties to the new pipe line . Shell is not involved in the barge at all . It’s altagas and the Japanese .

Seems the Japanese have the electrical skills to build these projects for freezing natural gas. Canada apparently does not have anywhere near the number of professional electricians to do the job. If this one goes, you can rest assured that others will also be built overseas.

Christys game plan is to try and have at least one LNG plant on the books before the next election. I suspect that this one will be the smallest, cheapest, and easiest to dispose of if things go South.

They will be burning Natgas for liquefaction and poisoning kitimat/terrace air shed .

@seamut, it is comparable in that the barge will be built in China (not using BC labour), can be moved anywhere in the world, basically on a whim (or where the gov is giving their natural resource away to gain votes), and will be moored offshore so as not to incur property taxes.

@Palopu, you’re absolutely correct. There will be an LNG plant in BC before the next election. it will not generate even a tiny fraction of the revenue that CC promised, but she will be able to say “see, we promised an LNG industry and we delivered.”

Moored in Douglas channel is not the same as moored out in the open ocean. There is no information on what fees could be charged except the scam to Gore.

certainly sounds like were getting desperate to get a any sort of an LNG project going . and we all know what kind of a deal you get when your desperate . hopefully there is jobs for Canadians in this if it goes ahead.
