Organizational changes have been announced at Prince George City Hall

Prince George, B.C. – The new City Manager in Prince George has announced a senior management re-structuring, effective immediately, which is geared toward supporting Council’s strategic priorities, balancing workloads and having people in place ready to fill positions through succession.

City Manager Kathleen Soltis, who was formally appointed to that position by Council on March 24th, has announced the appointment of four General Managers and three Directors.

Rob Whitwam is Community Services General Manager, responsible for recreational facilities including CN Centre, Community Arenas, Aquatics and the Civic Centre, as well as Community Partnerships and Police Support Services, and will re-assume responsibility for Fire & Rescue Services.  Civic Facilities will transfer to the newly-formed Engineering & Public Works Department.

Walter Babicz is the Administrative Services General Manager, maintaining responsibility for  Risk & Procurement, Legislative Support and the Records Management functions.  He is also responsible for Information Technology, Communications, and the Service Centre.  The Service Centre becomes a separate division with Mauricio Plata in charge.  Joan Switzer is the new Supervisor in charge of Information, Privacy and Records Management.

Ian Wells is the Planning and Development General Manager.  He continues running the City’s planning and development, real estate, and business licensing functions and also assumes responsibility for Bylaw Enforcement.  Engineering is being transferred to the newly-created Engineering & Public Works Department.  John Bennett has been named Supervisor of Building Inspection Services.

As of today through to his retirement on August 31st, 2015, Frank Blues is the General Manager of the newly-created Engineering and Public Works Department.  Blues will organize this new department which will include the integration of asset management, civic facilities and public works.  Dave Dyer continues as Interim Director of Public Works, and Gina Layte-Liston continues as Associate Director of Public Works until September 1st, when  Dyer becomes General Manager of Engineering & Public Works, and Layte-Liston will become Director of Public Works.

Also under the restructuring, Kris Dalio becomes Director of Finance and assumes responsibility for Revenue Control and Financial Services.

Rae-Ann Emery continues as Human Resources Director and assumes responsibility for Occupational Health and Safety.

Great we have a new management team in place. I did notice one major exception on who the new head of pot hole repair is to be. Given the current sad state of the roads and the craters now well under development there are certainly positions that could be created. PG could have a pot hole manager, director of pot hole services, manager of pot hole maintenance, and so on.

Sounds like the same crew to me.

Its not quite the same old crew. Walter Babicz has taken on a bunch of additional responsibilities.

Ian Wells, has picked up Bylaw Enforcement, but has lost Engineering.

Rob Whitman, gets back Fire & Rescue Services, and loses Civic Facilities.

So we will have to see how this all shakes out. Hopefully we will have a much smoother operation.
