1998? Was he last seen walking from Viva’s to the Cadillac Ranch?

Ok, is he been wanted for offences that occurred and he was convicted of, which would make him a man on the run, or is he been wanted for offences that are alleged to have occurred, which would make him a man who hasn’t had his day in court yet!
