Superintendent Given Informal Discipline

Prince George, B.C.-  Opinion 250 has learned, Prince George RCMP Superintendent Dahl Chambers has been  given a reprimand for a rehash of  allegations  that resulted  in  the Superintendent being ordered last spring to issue a letter of apology.

The allegations are of harassment and involve three civic employees who worked with the detachment and have to do with a workplace conflict.   The RCMP investigated and in late February, ordered Chambers to write letters of apology.

Chambers provided those letters of apology in February.  That was supposed to be the end of it. A CBC  story this morning detailed the alegations and the  actions of last February. 

Since the letters were written,  Deputy Commissioner Gary Bass then requested the RCMP carry out an informal code of conduct investigation of the matter.   That informal code of coduct review determined two of the allegations were founded,  while two were unfounded.

Details of an informal code of conduct review  are not required to be made public.   There is a range of "Informal Discipline" if a contravention of the code of conduct is  confirmed:

  • counselling;
  • recommendation for special training;
  • recommendation for professional counselling;
  • recommendation for transfer;
  • direction to work under close supervision;
  • subject to such conditions as the Commissioner may, by rule, prescribe, forfeiture of regular time off for any period not exceeding one work day; and
  • reprimand.

Superintendent Chambers was given a reprimand yesterday under section 41 of the RCMP Act.  That reprimand is considered “informal discipline.” 

"E" Division Spokesperson Sergeant Tim Shields  says to his knowledge, this is the end of the matter.  He is not aware of any intent by the complainants to take further legal action.

Would someone please explain how this person has climbed thru the ranks to the position of superintendent.He is an absolute disgrace to the RCMP, and should be fired.
The city should have stepped up to the plate, and had him dismissed. His attitude towards people is probably nothing new, but he has gotten away with it.
Where were the city officials, when their city manager was being degraded???
An informal code of conduct...and why not formal discipline? I read the CBC story and if a non commissioned officer had done some of those things a transfer to another spot, or demotion, or perhaps even dismissal would be in the works. Just shows how the management of the RCMP looks out for their own and lets the rank and file fall on the sword.
We wonder why the police can't handle the down town core, when they can't even handle their own in house matters !
I read the CBC story as well and it seems Chambers absolutely couldn't stand the presence of those City employees. Wonder what was up with that?
His girlfriend got the job that the other guy was let go for. Too bad the other uniforms at the detachment are afraid to speak up.
Trivializing harassment in the workplace is wrong. Three people lost their jobs and have suffered personally for the past year. Would there have been an ongoing investigation for a year if it was trivial? Why did the city ignore a report on conflict of interest that taxpayers paid for? Is there even more corruption than has been reported? We should hold Judges,Superintendents and Mayors to an even higher standard than most, because our children look up to these people.

In fact TWO people had to be hired to fill this guy's shoes and one of them just happened to be Dahl's girlfriend. Coincidence I'm sure.

The City of Prince George has much to answer for by allowing their employees to suffer this workplace behavior. Is the City not responsible for their employee's well-being regardless of their work location?

There's an awful lot in this city that does not pass the smell test these days. And that's not a crack about the pulpmills.
lol about time the cops have been beating people and tasering people around town for years and getting away with it.
If you haven't already, go and check the cbc link which has a copy of the apology letter. The first paragraph speaks volumes.

"In furtherance of your various complaints associated with your recollection of my past conduct...."

This isn't even an apology! ..with YOUR recollection of my past conduct... ?!?!!

I don't even think I'm dramatizing this to say this is like a 5 year old trying to get away with an apology by saying "My Mom said I have to tell you I'm sorry because you think I broke your wagon.."

Does anybody out there understand that it's frustrating and sometimes scary to have mean-spirited toddlers running our police force?
Yeah, I read it. Looks like some kind of form letter to me. He's sorry that corrigan feels harrassed. And it took two people to fill his position? Two salaries as opposed to one? Odd unless the two salaries combined were less than this gentleman's one salary.
