This is not an editorial cartoon, it's a juvenile attempt at humour.
Chavez said at the UN that the place still smelled of sulphur (sulfur) after a certain politician had spoken there the day before.

Perhaps it is somewhat funny...it all depends on the reader's sense of humour.

That was what, two years ago? It's relevancy is long lost. This "editorial" would have been a bona fide editorial had it been used days or weeks after Chavez called Bush "the Devil". As it stands, it's neither funny, witty nor intelligent.
Is it only funny when you make fun of someone? This is good humour, even if it does make fun of our PM. He's not the first to be the butt of a joke and this won't be his last time, if his past is any indication of his behavior.
