DBIA Expansion Opposition Gets Council's Attention

Prince George, B.C.- The expansion of the Downtown Business Improvement Area has meant an expansion of duties for the current Mayor and Council.
The expansion plan has not been well received, contrary to the message that had been delivered to Council in September by the president of the DBIA. Shari Green told Council that of all the people contacted, only two opposed the expansion.
Dirk Loedel of Royal LePage Realty, Kelly Steer of the Coast Inn of the North, Roger Cruezot  of Gold’s Gym,   and Peter Campbell addressed Council.
In his opening remarks, Dirk Loedel said the first time that he, or anyone he had talked to heard of the planned expansion was on August 12th. He says at that time, he spoke with the President of the DBIA, Shari Green and expressed his concerns.  Loedel says he then started contacting other property owners and they advised they had either not heard of the idea, or opposed it.   Loedel  says he has asked repeatedly for the names of the people the DBIA spoke to, and to date, has not received any information.  He also said no one had been informed that the matter was going before Council in October. “I would like to take issue with the fairness of the process.” He told Council he had asked the Deputy Clerk for the names of the property owners so they could be contacted. He was told that because of privacy issues, that information was not available. “Yet Mr. Gable  (Kirk Gable, past president of DBIA) told me he had access to that list”. Loedel  also says the negative petition is too much of a burden “We just had an election and only 32% of the voters turned out  yet for something like this, we have to have 51% of the property owners say no.”
Roger Creuzot  told Council the DBIA  says downtown is the heart and soul of the City “Well then everyone should be paying for it, all the taxpayers, I  believe  I am being penalized for setting up my business in the downtown.”
Councillor Brian Skakun says   the idea of the expansion   was easy to accept because he believed there was no opposition. Councillor Debora Munoz wanted to know if the reverse petition   period could be extended and the answer was no. Councillor Zurowski noted that while Council doesn’t have any option if the expansion is rejected in the reverse petition,  there is an opportunity if the reverse petition comes back with a 25% – 30% rejection. He hoped the existing Council would have an opportunity to deal with it before the new Council is sworn in. Councillor Glen Scott said he would like both sides to have equal time. 
Councillor Krause thanked  the delegation for bringing the matter forward, but said while the Council’s hands are tied because the process is underway, and it will be revisited on December 1st.
It is considered an issue that is the responsibility of the existing Council, so that means the current Council and Mayor will sit one last time on December 1st, deal with this issue, then adjourn. The new Council and Mayor would be sworn in and carry on.
The reverse petition period ends tomorrow night at 5:00.
Councillors elect, Dave Wilbur, Garth Frizzell  and Cameron Stolz attended the Council meeting this evening, Councillor elect Shari Green was not in attendance.

Shari Green was not in attendance? I find that a little disconcerting considering her connection to the issue......assuming of course she knew that the "opposition" would be making a presentation to council at that meeting. I knew...just from reading the news on this site....so I find it hard to imagine that she did not. She may have had a very good reason for her absence. I certainly hope so...because otherwise I'd have to say...her absence was pretty convenient.
Maybe a hangover from the celebrations from Saturday night kept her from the meeting? Seems like our own Sarah Palin now has a scandal to deal with. Be careful Ben, her female supporters can be lethal.
This is a great intro to Shari Green. Methinks the public was mislead by our new councillor.The DBIA has shown its credibility or rather lack of.They should be disbanded then our new councillor won't have a conflict.
And if she had shown up your comments this morning would have been her presence was a "conflict of interest"? You've all been whining about that for weeks now. Are you ever satisfied, happy or is your sole purpose to just bitch about anything and everything?
I agree totally with bustedbetty. You people want to crucify Ms Green for your own personal reasons and no matter what she did for this city you wouldn't be happy. AND I might add, you sure spend alot of energy on her - do you have nothing else to do?
I believe I read somewhere that she was resigning from the DBIA should she be elected so you won't need to worry about her voting on any matter. Maybe none of us have the "big picture" regarding this expansion so therefore shouldn't be calling people liars downnotout! Shame on you.
I was at the meeting where the "letter" was presented to council. Green stated that AS OF THE DATE the letter was written, only 2 owners had stated they were opposed. She went on to state that the BIA FULLY expects to have more owners come forward to state their opposition. Conveniently, none of that was mentioned at the meeting last night. To the councillors who feel they were "misled", perhaps they need to reread those minutes. As to her not being there last night, the Vice-President of the BIA was there as well as a few directors from the board. It wasn't a public hearing so no one from the BIA could have spoken or been asked questions anyway. Why did she need to be there? If she was there, you'd all be crying foul, and saying she was in a conflict. By the way, I'm not a "lethal female supporter". As we all know, it's very easy to be an arm chair critic.
That's it folks, she hasn't even started on council and your trying to burn her at the stake, heaven forbid that people engage some change in the downtown. She wasn't at the meeting because I believe she will be stepping down from her position at the DBIA.

Many posts recently on 250 have turn ugly quick due to some mean spirited posters. Lets step it up a bit and keep to facts and questions. Get back to what people come here for. Discussion and opinions without personal attacks.

A lot would be surprized that some who watch and post here have some real insight on the function of our community. That will soon fade if some continue to talk like they are 8 beers in on a friday night at the Cadillac.

It sounds to me like those who disagree just want to complain but don't want to step up and do the work required to defeat it the official way. Owning a building, business or property is hard work and some of it is BS work.
I would think that it's easy to mean mouth and critize people when your identify can remain anonymous (that takes guts) - let's try putting real names to this comment section and see how many people drop out. How can you take any of this seriously - a newspaper that lets people slag others anonymously - come on. No credibility here folks.

Serri Green has never mislead anyone, I think the people that are so eager to turn on her are the idiots that are intimidated by a very smart individual that just happens to be a woman.She ran for council because she knows she can and will make a differance

When one becomes a public figure one has to be ready to stand the heat. Ms Green would not have been in a conflict at the Monday night Council meeting since she was only a Councillor elect and she had no opportunity to speak on top of that.

She did not have to be there. She was, however, conspicuous by her absence for two reasons:

1. the other Councillors-elect were there

2. if this is an interest near and dear to her heart, one would think she would have been there to lend moral support to her members and show support for the method her board has chosen to expand the area.

Remember, Ms Green ran on keeping taxes down. How that fits in with increasing taxes to downtown businesses, especially without setting out an action plan on how that money is going to be used, does not bode well for her future as a Councillor.
But is she going to have an ex brother in law fired like Sarah Palin? If not let's move on.
This is PG, not Alaska. I really do not care about Ms Palin. I care about the people who represent my interests in this community.

However, if you wish to go to dealing with staff, how come the DBIA has so many problems hiring a manager and keeping them? 3 managers in as many years. No production to speak of. A lousy web site with virtually no information. Inconsitent publishing of newsletters. What exactly is it that they are they doing with taxpayer money?

Kudos to Dirk, Roger, Kelly and Peter.

As business owners they obviously have more at stake that these individuals trying to justify Ms. Green's absence from Council on Monday and her obvious misrepresentation to not only Council but all the other business owners.
Kudos also to gus. What has the DBIA done...the downtown is a bloody disgrace for a city this size and this revitalization scenario is a joke. It goes back to the Cadillac Fairview days and nothing has been done except further deterioration. Taxing these additional businesses who the DBIA wants to is absurd considering they will probably receive no benefit from it whatsoever.
To Dirk, Roger,Kelly and Peter....keep up the fight. Maybe somebody at City Hall will come to their senses and realize the absurdity of this tax-grab expansion of the DBIA.
Fact: Dirk received a letter in August outlining the expansion as did all other affected by the expansion. (By his own admission).

Fact: The city notified those same individuals - as set out in the municipal charter - by running 2 ads, one week apart and sending another letter.

Fact: The entire process is not the creation of the city or the DBIA, it is as required bythe Municipal Charter.

I'm not sure why nobody is questioning the integity of those accusing the city of not living up to their obligation when they obviously did. What kind of notification did they expect?

Dirk, etc. want the taxpayers of PG to pay for a lobby group. The DBIA has interest in fixing the downtown only for the betterment of the businesses in the group. The expansion would make those now enjoying the benefits provided by the group to pay for that benefit.

They want it all for free.

I think we all know that how a story is reported and the words carefull chosen can slant a story. It is done all the time. Maybe some of the owners who say they didn't get the letter from the city, put it in the "in-box" and didn't read it? I guess they don't read the newspaper, so didn't see the ads either.
Hey Gus, why don't you step up to the plate I'm sure you can do a great job and get that organization on the right track - OH, you'd rather sit back and complain? Right.

There does apear to be constant confusion what is "tax dollars". The DBIA is an association funded by those with property in the boundary. The Casino parkade was funded by downtown parking revenue. We are not talking Our Tax Dollars in the traditional form anyways.

I believe goodcitizen has the facts accurate. These guys were just asleep at the wheel and now they are crying foul. I am not for or against the expansion I just think the process was followed correctly by the DBIA. Further the alegations against Shari are BS.

What is the "confusion" about what are tax dollars and what are tax dollars in the the traditional form ? Taxes are taxes !!! The DBIA wants to add additional members so they can increase their funding from the City and for what... more fancy brickwork, fancy lighting or flowers.Maybe if they lobbied the City about the type of zoning and business licenses they issue to those agencies they do, the Downtown would improve and maybe you wouldn't get "drunks" wandering down the middle of George Street in the middle of the afternoon selling computer speakers in front of the Ramada Inn. This happened to me about 2 months ago and is just indicative of what the downtown of Prince George has deteriorated to.
I also don't see that many allegations against Ms. Green. What I did see was comments about her not being at Monday's Council meeting and it was a very good question. As president of the DBIA she should have been at the meeting as a Councilor-elect. I am sure she knew who was addressing council that night.
I think what diesel meant about the tax dollars, is they aren't tax dollars from the general public. it is a tax to property owners, not the citizens of pg. a tax SOME downtown property owners have been paying for 10 years, not all owners. i am sure if there was no bia, the city would do nothing for the businesses or property owners down there. if an owner voted no to the petition, he/she voted no to downtown. period. nearly every city in north america has a bia. squeaky wheels get grease, silence is taken as "we're okay with the status quo". just my opinion.
