Tax Levy Increase is 3.48%

Prince George, B.C. -  Your base tax increase will be 3.48%,  but it took a long  time to get there.

After three hours of budget talks, the only decision Prince George City Council could agree on was  the budget for $50 thousand dollars for the Olympic torch relay party .  That budget has no impact on the tax levy as the dollars will come from the major events reserve.

The  rest of the time had  Councillors debating the merits of a Capital Plan which they took more than an hour to decide to bring back at a later time.  The balance of the  session was spent haggling over  the base  budget increase.

Would it be Plan "A" which was 3%  and would pump $5 million into the snow reserve and  $2.43 million into the road rehab fund.

Or would it be Plan "B" which saw the  tax hike at 3.4% put the same $5 million into snow reserve and a little more into  road rehab (about $260 thhousand more).

Council was split. 

Plan "A" was defeated. 

Although both plans call for Staff to find savings, it was the amount ofthe savings that had Council  at odds.

Although both plans call on Staff to finding savings of $834,455, Councilor Garth Frizzell  wanted to amend the  plan to include  staff be instructed to find savings of $1.806,501 dollars.  City Manager Derek Bates says the extra million in savings would have to be found by mid May, "Clearly the magnitude of that task and the timing of that task is challenging, and certainly we would be discussing some levels of service reductions to achieve that."

Councilor Debora Munoz says she supports increasing the tax base, not the tax burden and that's why she supported the  amendment  "I think its a clear call for creative measures to come back to Council with a budget that allows up to operate within our means."

Councilor Don Bassermann said he could not support Frizzell's motion as he doesn't see it as responsible. The amendment  failed with Councilors Bassermann, Stolz, Greene and the Mayor voting against. 

Then Plan "B"  without an amendment was up for vote,  it was defeated. 

So, Councilor Greene  brought forth a new motion  that called for not $1.8 million in savings, but rather,  $1 million in savings. 

It too was defeated.

Mayor Dan Rogers  was surprised "I don't beleive in all my years in local government that we have ever been here,  I understand how we got here, global, (economics) new Council, and  budgetary concerns."

With that, he called a recess.

Following the brief recess,  he  asked Council to reconsider Plan "B"  and  this time, Councillor Debora Munoz and Councillor Brian Skakun  supported plan B   tipping the vote in favour of Plan B.

So, with a  3.4% increase as the base, and two enhancements already approved,namely $12,000 for an Air Quality project, and $20 thousand for Green House Gas And Energy Reduction., the two items will add about 0.05% to the base budget, so  the  tax levy increase started at  3.45%

Councilor Brian Skakun says the City shouldn't be looking to use any of its funding to pay for the Olympic Torch Celebration, "I'm going to support this  but we are  having  to dig to find $50 thousand dollars  when down south the money is flowing freely."    Because  the funding will come from existing reserves,  the addition of this celebration will not have any impact on the budget, and with that in mind, the  event was  approved unanimously.

The Highland School  Community Centre budget has been revised,  Community Services Director Tom Madden says the initial  amount of $159 thousand was  produced so the item could make the budget discussion in time, now the item has been fine tuned and  reduced to $129,000. That trimming was not enough, for Council to  include it on the budget.

The Managers at City Hall will start meeting Tuesday to  start looking for $334,455 thousand dollars in savings to make the books balance.  Those savings have to be identified by May 15th.

"This is the kind of meeting that makes you feel ill."  said Councilor Garth Frizzell "These are all items that make the City better,  and having to say no makes you feel sick, so I just want to put that out there for anyone who is thinking about running for Council."

I can find a few hundred thousand in their printing and advertising budget, if given a chance.

With that we could afford an independent "Auditor General" who could find at least another $1,806,501.

The 1.3 million put towards IPG each year is a complete waste. Thanks for the Horizon Air boondoggle folks. How much would our taxes go down if we just eliminated the useless PR machine at the VIA Rail terminal?
How the Hell do you spend $50,000 on running a torch through town? Schmoozing politicians so they feel good about taxing us somemore???
No jobs, people layed off, no raises but taxes can always go up.
Like Garth says, you have to want to be a politician to be comfortable raising taxes.

The older city councillors are very comfortable. After all, aren't governments supposed to raise taxes?
You forgot to capture these words: "These are all items that make the City better"

Of course, everyone will have their own favourite pet project as well as favourite "what the heck were they thinking of" project that make such a universal statement ridiculous.

Bohemian hit the nail on the head in my opinion. There is no one who understands each single program that the City conducts that make up the "base" budget. I suspect there are programs in there whose time has come for serious review and be compared to new program proposals from the point of view of actual need.

A systems audit would be the best investment the City could make. "How are we conducting business?" "Are there better ways to conduct it?"

Those who believe that Councillors can dig deep enough into the information they are presented and actually ask junior managers who are directly involved with the programs they operate and city organizations, who may be the benefactors of the programs, are those who must also believe in fairy tales.

You are right Denaljo - is $50,000 for torch relay really necessary. All staff where I work took a cut in pay to save jobs - how about some city workers taking a cut???

We knew this was coming, they said it before they even had discussions. EVEN IF they found a way we were getting it up the arse. They kept our assessments the same for that very purpose. It was the plan all along. Why any of you are surprised is a puzzlement to me. Spend Spend Spend like the money is growing on all the bug killed trees. I will see no raise in the near future and be lucky to keep my job if the economic situation gets worse. The worst feeling of all is that WE CAN NOT STOP IT...ITS DONE!!
Why bother having council spend all this extra time going over the budget items only to rubber stamp the 3.4% increase in taxes the city managers had proposed months ago.
If the increase in taxes works out to say 240.00 a year the average working person needs a gross income increase in wages of nearly $320.00 to cover the tax increase. Given the state of manufacturing and forestry in PG with people laid off and on reduced hours of work it is hardly conceivable anyone has had a real increase in disposable income. Maybe a few layoffs at city hall would bring home the fact to the people running city hall that there is a crisis out there and PG is not immune.
To meet the increase in taxes families will have to make cuts somewhere. It may be in the food budget, fees for kids sports which means they can no longer play soccer, hockey, etc. Remember all these taxes increases are compounded. The 3.4% is on top of last years 3.4%.
I can hardly wait for the propaganda to come out in the paper telling us how our taxes are so much lower than cities of comparable size in BC.
So.....What do we do about it? Anyone with ideas? This forum gets us no where. I am sure that the city managers do not read it.

What do WE do about it?
It looks like it has to get worse before it gets better...until the powers that be know what it is like to be without a job,no longer receiving EI benefits,or on welfare,or worse...the pillage will continue.
I find it interesting that although city council feel for all of us poor schmucks who can't make any more to pay for these increases in taxes, cost of living, or those of us who have lost their jobs. They don't seem to be recognizing one fact.
Instead of raising the taxes year after year to make PG a "better city", how about figurung our how to save jobs?
One thing you can guarantee city hall, if no one is working in PG No one is living in PG, No one is paying taxes in PG, then it doesn't matter how nice the city is, as the streets will be empty. Whos pays then?

Did you know that the admin at the jail tried to get the prisoners to do some clean up? But the City said no way that’s are work. The only way they could do it was to adopt a block.
How about allowing them to clean up some of our streets.
But know much easier to raise taxes.
Its all crap, 0% increase. Cut back services, but 0% increase. Employment policy, Attrition. When people retire, don't replace the position, reshuffle and it might result in less services, but these are the days in which we all have to expect a bit less.

FIX THE DAMN ROADS. Ther isn't one road in this city I take that doesn't have the wham bang crash syndrom. If there is a road in the city without a pothole let me know, I sure would like to try it out.
