Prince George, B.C.- The RCMP have already made changes which address many of the concerns raised in the Commission for Public Complaints Against the RCMP (CPC)  report on the shooting of Kevin St. Arnaud says Superintendent Dick Bent. “If that if the same incident were to happen today,” says Bent “ there would be an independent observer on scene to make sure there was impartiality , and the case would be under the direction of a major case manager who has special accreditation.”

The investigation into that shooting was not up to standard says the report noting:
  •  Some elements of the RCMP investigation into Mr. St. Arnaud’s death were inadequate.
  • Some elements of the RCMP investigation into Mr. St. Arnaud’s death lacked impartiality.
  • The investigative team failed to follow the Major Case Management Model.
That report found the   Constable who shot Kevin St. Arnaud in a snowy soccer field in Vanderhoof in December of 2004, was justified as he   “feared grievous bodily harm” when he fired three shots into St. Arnaud’s chest.

That would be the C/Supt's fault up at North district since he would have overseen the investigation. Time to retire I think!
Report summary:

They did a sloppy job of covering up, and next time somebody experienced in tidying things up nicely will be sent to oversee the whitewash.
"RCMP say Changes Made Since St. Arnaud Shooting"

They changed this:
"The next witness to appear was Constable Colleen Erickson who told a different story. She agreed with the first part of the chase, noting that Sheremetta had chased the man into the soccer field."I saw the man come to a stop then turn and put his hands into the air, he then went towards Const Sheremetta, sort of shuffling his way towards him, Const Sheremetta."

to this:
"Constable Erickson observed Mr. St. Arnaud charging at Constable Sheremetta..."
Another "free one" for the RCMP. But then again, the Mountie killed by some one unknown at Oka many years ago could also be construed as a "free one". No one is responsible. Every one is responsible. It will happen again.
Remember Fred Quilt from Williams Lake? I do. Another 'free one" methinks. Google him. Deja vu all over again.
Very predictable. Lies, cover ups, sloppy technique have made a once proud and venerable institution a mockery and a sham.
Our national police force would fit in quite neatly in a tin pot dictatorship.
