Bylaw to Battle Grow Ops Under Development

Prince George, B.C. – The City of Prince George is having a bylaw developed to help in the battle against grow ops and crack shacks.
 
While staff have been asked to develop a bylaw, Council has looked at a draft of such a document. The draft, which would be the basis for a new bylaw,  will enhance the city’s ability to respond to marijuana grow operations and clandestine drug labs beyond the current joint inspection process because this would allow the City to recoup the costs associated with  inspections and  other costs that arise  when  there are issues with these properties.
 
The bylaw is also a necessary component to enable the city staff to request excessive consumption reports from BC Hydro. These reports will increase the city’s ability to be proactive with respect to responding to potential grow operations in the city.
 
The draft bylaw would make it an offence to allow mould to grow in a dwelling, or to reroute furnace vents , to bypass hydro, water or natural gas supplies, or to have the property fall into a state of disrepair.
 
The idea is that before the residence can be rented out or lived in, it will have to be inspected, and that means it will have to be cleaned up. That’s costly to the property owner both in repairs or upgrades, and in the inspection fees.
 
Councillor Cameron Stolz wants an extra piece of work completed as he would like to see something registered against the title of the property indicating it was a grow op or drug lab.
 
Councillor  Brian Skakun says  this is the kind of thing that will make slum  landlords stand up and take notice.
 
The bylaw is similar to one being used in Surry which has had a positive impact in shutting down grow ops and drug labs.

So basically, the landlords gets bent over by the city, because of the tennant. And the tennants are protected. Seems like a stupid bylaw to me.

So if all the people that are active in crime is classified as "known to Police". Do something about it, and catch them and throw them in the clink.

I think we need to review our charter of rights as Canadians. The honest canadians are allowing the criminals to get away with all this crap. We need to stand up and tell them to open their eyes. It is not all OK on the western front.
City has balls!! What they propose is great. Why would a honest landlord dispute this?? It will put a stop to marijauna grow ops in city and hopefully get rid of the crack shacks. This will also help get rid of the violence in the city. They should add that new registration of property deeds sold to non Canadian citizens should be reported to police for investigation.
This is a great bylaw.NOT. If it passes i will be raising my rent. Just incase i do get that tennant that does check out and that has great references, decides to have a grow op without my knowledge. The best is when they move at night without saying a word. Then im left with the clean up again and possibly a new bill from the city. Yup this will definatly clean up the city crack shacks. NOT. It will just cause rent to go up or less rental units.

I'm not aware of grow-ops being located in property bought by non-Canadians. What's the evidence of this? They seem mostly to be in rentals.

So, does this mean another tax?

I would guess that a new renter or buyer will have to pony up for the permit costs.

Just peachy more cost - more government.

The tipping point is coming where the weight of government will crush the economy. Wasn't there just a story about small business asking for lower taxes and less regulation?

This represents a new risk cost to any landlord out there that will have to factor in the cost potential when renting units to everyone regardless of there merit... the cost will be passed on to those that just want an affordable place to live.

Our Charter of rights is a joke. It is, along with our Constitution, muddled with legaese expressions and the effluent of hyperactive government spin artists, none of whom gave any concern to the precepts they were setting down, but rather the ability of the government to 'cover its ass',legally speaking, should the then current liberal political values hold sway in the courts. As such, we Canadians have the right to freedom of speech as long as we don't offend any visible minorities,feminists,party politikers or other lobby groups. A document which should have been written to ring clear through the stuffy air of history was weighed down with concessions and concerns until it became another unremarkable document,dragged from the vault on occasion to be referred to when a judge has need of guidance or a laywer has need of a fast buck.
R.U.serious hit the nail on the head. Turn on Global news, everyday there is something going on in Surrey. And 9 times out of 10 it is drug related.
If I was a Landlord I would increase my rent to cover this cost too. And rent is high enough as is.
