Butting Out Safely or Face Fine or Charges

Prince George, B.C.- Police in Prionce George are getting plenty of complaints about drivers who are flicking their cigarette butts out the window of their vehicle.
RCMP Media Liaison Officer Lesley Smith says this is not only a littering infraction, but a potentially dangerous offence that could spark a fire in the Prince George region. “The number of forest fires in our province is increasing and crews are already busy trying to control and extinguish these fires. We need to remind the public to think before their careless act creates a devastating effect in our area.”
RCMP will continue to follow up on any complaints received regarding this issue and once a licence plate has been obtained, members can investigate the allegation and a fine of $81 could be issued for Deposit litter on Highway Section 204(2) of the Motor Vehicle Act. If the littered item causes a fire or creates an accident then criminal charges may be required.

There are effectively 2 causes blamed:
Lightening
Human caused
Of the human caused, they are unattended camp fires, lawn mower or ATV exhaust sparks, other vehicle exhaust, welding sparks.
In the last 20 years, I can only recall 2 incidents that were definitively determined to be smoke butts. So why now institute this egregious coffer filler now?
