City Manager Set to Testify at Skakun Trial

Prince George, B.C.- The trial of Councillor Brian Skakun continues today with Councillor Don Bassermann expected to be the first witness called to the stand this morning.
The schedule for witnesses today would see Bassermann up first, followed by City Manager Derek Bates, and a video conference with Anne Bailey, one of the respondents in the confidential report that was leaked to the CBC.
Yesterday, the court heard from former Mayor Colin Kinsley who testified Councillor Debora Munoz met with him and City Manager Derek Bates in late November, at which time she advised them that Councillor Brian Skakun had confessed to her that he was the one who leaked the document.
Skakun is accused of breaching the Freedom of Information and Protection of Privacy Act by releasing the document. Although Skakun has entered a plea of not guilty, his lawyer has been trying to lay the groundwork for a whistle blower defence.
The Crown says it has researched previous court rulings on the use of the whistle blower defence, and the Supreme Court has limited that use to cases where the released information outlined either serious harm, or illegality.
